Not all business locations showing for a brand search

I've got a client with multiple business locations however when I type the company name into Google it's only displaying 2/3 of the branches in the local pack for that SERP.
The client's picked up on this and would like the third location to appear in the local pack when people search for their company name. I have a suspicion that it's because the third location (the one that isn't displaying) has an address that's exactly the same as several other businesses that are located in offices directly above or to the side of them.
My (very flakey) theory is that Google is perhaps uncertain about the exact location of this business given that there are several others with the same address but different business names, so the NAP consistency is being diluted and Google is simply leaving them out of the local pack due to the uncertainty over which business is in fact located at 2 West Street.
So my question is, has anyone else had any issues of not all business locations showing in the local pack for a brand name query and if so how did you solve it?

Just wanted to add a little proviso here to the advice you've been so nice to share with Peter. Adding a suite number should only be considered if a business legitimately has a suite number in the real business world, at which they receive postal mail. I believe this is what you meant, but in the past, Local SEOs have experimented with adding fictitious suite numbers in cases like Peter's. These days, no one I know is recommending this practice anymore. If the suite is real, do use it, but if fictitious, don't. Just wanted to clarify

I'd like to be able to offer a comprehensive answer here, but without actually being able to audit the client's unique situation, we can only make guesses. What I can tell you is that, these days, Google is typically able to handle multiple businesses at the same address, provided the business is clearly unique, has a unique phone number, a unique landing page on the website and other factors like that. Being very general here, your third location is likely not showing up for a branded search because:

There is a problem with the listing, like a shared phone number, a violation or NAP confusion.

The location isn't 'strong' enough in some way to be shown for the search.

Something odd has happened, like a merge.
My best advice here is that you get the client's permission to share their story over at the Google and Your Business Help forum, sharing complete details in hopes of getting a TC to take a look with you. But, I would only suggest you do this after you have ruled out some/all of the above so that you can tell the TCs your listing should be clean, strong and guideline-compliant.

Hi Peter,
I'm going to assume that you have the Google My Business profiles all claimed and verified. If not that is your first step.
If so, for the third location that has the same address add the suite or office number to address line 2, this will help separate the listings from the others that share the same address. Try that and give it 48 hours to propagate on google maps and try your search again. Check out https://support.google.com/business/answer/2853879?hl=en for more details on the guidelines.

Children's club Google My Business conundrum

Looking at their online visibility shows they don't even have a Google my business profile which is where i was going to start however, they operate from a local school after hours. "Duplicate" on Google Local - Attorney and Business Listing
For our law firm, we have a Google Local listing for the firm (Riddell Law LLC). Google also created a local listing for one of the attorneys (Riddell) (we didn't create it, but are in the process of verifying it). Both listings are at the same address. Moz Local says these are "duplicates" - is that true? Would Google penalize us for this? I am not sure how to fix it - both the individual attorney and the business are in fact at the same address. If anyone has any advice I would greatly appreciate it! Thank you!!

How to make same places listings show up for variations of brand term?
My client's brand name is a similar case to "Dolce & Gabbana" in terms of two names with an ampersand in between. There is also a high number of searches for a spelled out 'and' in between, i.e. "Dolce and Gabbana" using this example. In fact, if you perform a search for both variations, you will notice that only the first version with the "&" shows a places listing in the results. The same is happening when people search for my client. Is there a way to ensure that different variations of my clients' brand searches display with places listings in SERPs? Thanks.

How to add a branch location to Google+ Page
I have a verified local Google+ Page all set up for my local business and linked to my website.. it shows up nicely in local results for my city. Being ambitious I am expanding my presence into another city and would like my website to start showing up in local search for that area as well. What is the protocol for best results ? Start a new Google+ page or somehow add the branch onto the existing page (although there does not seem to be anywhere for this as the page is a local business and seems to lock it in with only a single address)..

Map-pack results for multiple locations in the same city
We just started working with a local business with several offices across Virginia. All of their locations have G+ local pages, and all rank pretty well in map-pack results for their respective cities....except for one location. Two of their offices happen to be in the same city. One ranks well in the local pack, and the other one is totally buried. This is the only location that doesn't rank in the map-pack for its target local queries. This company still has a TON of work to do to clean-up their citations and improve their G+ local pages across all the locations, but I'm wondering if there are any best practices for handling two locations within the same city...we obviously want both offices to rank in the map-pack, and don't want to do anything that might hurt the one that is currently ranking well. I'm confident that generally cleaning up their profile across the board, and adding new citations for all locations would be beneficial, but would appreciate any suggestions or best practices for getting both locations in this one city to perform well. Why is my location info on google+ correct in one state, but wrong in another?
One search was performed from Oklahoma, and one from California where the business is located. The Google maps data is wrong in CA, but correct in OK. The wrong info is the old business name that closed two years ago.
