Using web dev agencies to generate backlinks

Going to start by saying I'm totally new here, so apologies in advance is this is a dumb question!
I run a site that is focused on home buyer education. The site is brand new, so no almost no link profile, and I'm trying to grow my backlinks.
On twitter I've had success with real estate agents sharing my articles to their followers, which is great. It helps them educate their customers and feeds the social media beast.
I realized that realtors, mortgage brokers, and insurance agents (all relevant to my niche) don't usually run their own websites. Many of these sales people leverage agencies, and often the agencies offer blog posting as part of their service offerings.
I'm tempted to do some outreach to these agencies and offer to write guest posts. I figure they get free, quality content and I beef up my link profile. Is this a bad idea? Are there any risks with this approach?

The method you have described is no or low risk. The only factor I would look at is the domain authority of teh sites you are targeting to make sure it is beneficial.

See google policies, but in short what you are suggesting is fine from where I sit. You are doing some hard work to hopefully have them publish your blog post. Unless I have missed something... it is a strong tick..

There are literally 1000's of articles on link building. My experience is that every industry and each website has to adopt and develop their own niche way to create backlinks. So in short there is usually no easy answer. It is just hard but enjoyable work.

My personal view on your suggestion is to go for it. Seems a reasonable approach, have no idea on success but certainly worth the try. Even if it fails you will learn from the process.

Footer backlink for/to Web Design Agency
I read some old (10+ years) information on whether footer backlinks from the websites that design agencies build are seen as spammy and potentially cause a negative effect. We have over 150 websites that we have built over the last few years, all with sitewide footer backlinks back to our homepage (designed and managed by COMPANY NAME). Semrush flags some of the links as potential spammy links. What are the current thoughts on this type of footer backlink? Using sitewide links to improve link profile?
Hi Guys... When I look at my competitor's link profile, they often have thousands of backlinks. For example, one of our main competitor, he got 3,400 backlinks in total but only 80 referring domains. When I look at my link profile, I have around 50-60 referring domains, but hardly 80 backlinks. My question is, is it okay to get a few sitewide links (no-follow of course!) to get to the thousands backlinks? Or I will be able to achieve top rankings with my current link profile? Thanks!!

Does posting on blogs with anchored backlinks do you any good?
My current strategy: I am ranking for keyword and site: Immigration Consultant I access the Fresh Web Explorer and search my keyword, then find the blogposts with High Authority where I can post using HTML and include my link in my signature, or sometimes the post has a link associated with the username. Now my question is this, does this count? will google even crawl the comments? can I aid the crawling process somehow? Any advice on creating relavent back-links is much appreciated. Thank you

Is traffic useful without links?
We have many articles on our sites that bring in a large volume of traffic but bring no links. As an example we wrote an article about the hottest cities in the world. The article brings in over 1000 hits a month on Google and people spend an average of 4 minutes on the page and never return and never link to it. The article also doesn't bring in business because the company sell Air Conditioning. From an SEO point of view should we focus any time at all on writing articles that are useful for the internet community that bring in traffic but don't bring in many (any) links?

Backlinks not showing up
I've been noticing that not all links that a website obtains are showing up as a backlink. For example, the following page has a link to a website (**www.pwgglaw.com)**at the bottom of the page. http://www.ocbar.org/AllNews/NewsView/tabid/66/smid/384/ArticleID/564/Default.aspx I went to opensiteexplorer and typed in pwgglaw.com and it didn't list the ocbar.org as a backlink. Is this right? If not, then how do you force the link from ocbar.org to show up as a backlink?
