Google Local Result- Competitor Ranks without an Address. Why is this happening?

My client is in a fairly competitive local market and there is a competitor who has ranked locally for around 2 years, but they have no actual address on their Google business listing. Just city and state.
The listing is always top three and it does have their website listed, but directions aren't even available as there is actual no address.
The listing is extremely keyword dense (basically spam but they actually created a business with the spam name).
Citation Example: Keyword dense business name, phone number, city and state only
Have you seen this? Can you explain why this is happening? Is this against the rules/anything I can do?

Thanks, yeah I'm pretty sure national SEO is just to work on organic, but never hurts to ask and be 100% sure.
I've already asked one way, a while back, but really boils down to since we don't have physical locations and those drop shipping places are just affiliate services we can access, doesn't warrant the same local search options as say a Burger King or Walmart having those national physical listings.

Hmmm ... I've never used SAB for a national company so I'll let anyone else voice in.

While not related to this exact issue, I did have a question about SAB in general.
If you were a nationwide distributor able to drop ship from various locations across the nation, would we use a sab and include the whole nation or is there not a feature for that sort of issue yet?
Local SEO for a nationwide service doesn't seem like a thing yet, or maybe I'm missing something

Thanks to the OP for sending the info across. For those who may be wondering what was going on to create this I won't give details obviously but in short, the site was setup as a Service Area Business (SAB) wherein their actual address is hidden but they've selected a radius they serve.

Duplicate Google Plus and Google My Business Listings
My business has duplicate listings for both Google + and Google Places or Maps or My Business or whatever it's called today. Of course the listings that I want to show are marked as duplicates, and the only option is to remove the duplicates. Is there any way to merge these listings or switch which one Google recognizes?

Local Profile Struggling
Hi guys, we have a client that we are having some issues with. We have done extensive directory work for them, so this is unusual. Their Google My Business profile isn't ranking hardly at all, although they have decent organic rankings. Here is the company: https://plus.google.com/+ComfortAireHeatingCoolingPlumbingWisconsinRapids/about We have two possible reasons, but before we spend the time fixing these we were hoping for some reassurance from the Moz community. 1)Name in GMB looks spammy. This truly is their name, but we thought it may be an issue due to the keywords. 2)Address inconsistency: The client wanted us to use 880 Highway 73 South, Wisconsin Rapids, WI 54494 so that is how we submitted it to aggregators and directory sites. Google didn't accept that, they changed it to: 880 WI-73 Wisconsin Rapids, WI 54494. The USPS Zip code checker didn't accept either of these, they use 880 STATE HIGHWAY 73 S, WISCONSIN RAPIDS WI 54494. Do you guys think one of these is our issue, or could it be something else. SEO without a budget and Cheating Competitors
I have law clients in the atlanta ga area. I have worked with one client http://bestdefensega.com for the past 4 months trying to get him to the top. We blog 3 times a week, have manually built citations and legal directory profiles. My client doesn't have a large budget to purchase profiles on some of the larger legal directories like findlaw, lexus nexus etc.. With that said,

Using Open Site Explorer I have discovered that his competition all have multiple business websites pointed back to their main websites.. So each law office has several really generic websites in addition to their main site. Other's appear to be receiving links from some type of link farm and really generic directory sites.
The domains of these guy's are older and more established. Where as, my client has a new practice and a new domain. How do I compete in the local market without a budget for the premium legal directories? So after 4 months my client appears in the local pack search results for only select keywords. Criminal defense attorney woodstock ga. His competition appears in the results for all variations, where my client only shows for this one term. How do I get me client in the local pack for all variations of Criminal Defense in my area? According to Moz, my site has a couple spam score issues and the explanations are not clear enough for me to make some types of changes.
**How do I make these changes to reduce the spam score? My site has more back links than Moz is reporting why?** All of the other sites that I manage perform well and my clients are realizing their ROI with relative ease. Local Citations Name
Hi Everyone, I am creating local citations for a company, let's call it "Gray Marketing". That is their legal business name and has been this way for about 23 years. Recently (over the past year) they have been going by the name "Gray Marketing and SEO". They had a new logo made that appears on their companies website and location. When creating local citations. The four primary aggregators (Axicom, Localeze, Infogroup, Factual) have the legal business name. My question is, should I change it to the new name or leave it as the legal business name? Side note: I am not able to change the legal business name on Axicom. Any advise would be awesome, thanks. -Michael

Google Places Multiple Phone Numbers
Hi Guys, Looking for a advice on having multiple phone numbers. We have dealers who have both a sales phone number and service phone number for the same address. Is it possible to specify this in Google Places so both numbers are displayed in the SERP GP listing as shown below link? Google Places for Business was removed after 6 months
Hello Everyone, After 6 Months, Google has removed us from Google Places for Business and Maps. We did everything properly and we where serving on the 3rd position. Now it seems that the listing is back in Pending? 1. Does anybody have any suggestions how to proceed or how to handle this?

Sponsored Listings Hurting Local SEO?
We use a service which sponsors listings on various popular directories. In turn, it changes our phone number so that I can qualify if the call is a lead or not and then charge us. Unfortunately, while this service helps exposure on those directories, the phone number as well as the website are different. How much of a problem is this for our local SEO? Other directories include Suerpages and Citysearch. -Brant

How can I manually build local citations for a client?
Note: I am not interested in paying for services to build citations for me. I am managing building a client's citations. On many sites I am asked to create an account and verify my information. I have tried to create accounts using my client's email address and specified password so that they can manage their citations down the road should their NAP change. However, many sites require further verification such as security questions or a phone code. It isn't practical or effective to ask a client to confirm and verify all of these accounts. What is the most effective way to manually build local citations for a client? How can I get around the issue of email and phone verification?
