Google Local Result- Competitor Ranks without an Address. Why is this happening?

My client is in a fairly competitive local market and there is a competitor who has ranked locally for around 2 years, but they have no actual address on their Google business listing. Just city and state.
The listing is always top three and it does have their website listed, but directions aren't even available as there is actual no address.
The listing is extremely keyword dense (basically spam but they actually created a business with the spam name).
Citation Example: Keyword dense business name, phone number, city and state only
Have you seen this? Can you explain why this is happening? Is this against the rules/anything I can do?

Thanks, yeah I'm pretty sure national SEO is just to work on organic, but never hurts to ask and be 100% sure.
I've already asked one way, a while back, but really boils down to since we don't have physical locations and those drop shipping places are just affiliate services we can access, doesn't warrant the same local search options as say a Burger King or Walmart having those national physical listings.

Hmmm ... I've never used SAB for a national company so I'll let anyone else voice in.
I don't think you'd use it but hopefully someone else will voice in.

While not related to this exact issue, I did have a question about SAB in general.
If you were a nationwide distributor able to drop ship from various locations across the nation, would we use a sab and include the whole nation or is there not a feature for that sort of issue yet?
Local SEO for a nationwide service doesn't seem like a thing yet, or maybe I'm missing something

Thanks to the OP for sending the info across. For those who may be wondering what was going on to create this I won't give details obviously but in short, the site was setup as a Service Area Business (SAB) wherein their actual address is hidden but they've selected a radius they serve.

Disconnect MOZ Local and Google My Business
I've had problems with one of our eight branch locations when I connected GMB to Moz Local about a year ago. The location was suspended for being a duplicate. I would like to sever the connection so I could keep Moz Local live but at least temporarily delete the suspended Google My Business. How do you select a Google category for the SERPs?
Recently I was looking up law schools in Texas and came across a SERP listing I had never seen before. Google provided the category "law school" and narrowed it down by geographic location. I checked the code on both websites for schema and was unable to locate it. Furthermore, one GMB listing was claimed and another was not. I'm wondering why both Texas A&M School of Law and Houston College of Law showed up but University of Texas Law School did not. I have attached a screenshot of the SERP to see if anyone has seen this before or can provide any insight. Search term was "list of law schools in texas" but the same snippet showed up for "best law schools in texas." Thanks 8XHvZt4.png

Should I change my local listing Service type from Brick and Mortar to Service Area in Google? And will it affect my ranking in a negative manner?
Currently my company Big Boy Bail Bonds, Inc is ranking very well for the city it is located and, currently service type is brick and mortar. But my Company does not only service people at our location but we service the entire county of Los Angeles. And I wanted to know if you would advise me on weather I should change the service type from brick and morter to service area. and if doing that would effect me in a negative manner when it came to my ranking? Concerned about cannibalization for local SEO results. Should we move some of our location pages to a subdomain?
Currently we are providing local SEO recommendations for a well known pharmacy chain. Like most major brands they enjoy multiple organic (not just 3 pack results) listings when people search for local phrases such as "Dallas pharmacy clinics'". The issue is that all these listings are coming from the same domain page. We are seeing multiple listings both branded and non-branded search queries. Our concern is that Google will someday decide to choose one listing as the most authoritative and nix the rest of the local listings which will reduce their first page search engine saturation. To maintain first page saturation we are considering recommending to the client that they move some of their location listings

to a subdomain (different IP address) to avoid a Google "clean up". Please note that our client is certainly not using any "doorway" pages but some of these are very scarce on content. They do not have an issue with duplicate content either. By using subdomains could we help maintain our client's first page saturation? Any links to articles would be much appreciated.0 -
Why does my business does not appear on Google Maps ?
I recently created a Google + Profile for a client (I'm from Canada), even created a profile for Google Maps, received the code and my business is now verified. It's been nearly three weeks and the business still does not show or is even marked on Google Maps. I reviewed my profile to make sure I did not forget anything. I even contacted Google maps to suggest a change, nothing seems to work. Can anyone help me ? Thank you !

Google won't index my site?
Hi, I've just signed up and am new to SEO. I placed my site live around mid December 2013. Initially I got 2 pages indexed but now not even they show up for site:www.traditional-cleaning.co.uk.
