Google Local Result- Competitor Ranks without an Address. Why is this happening?

My client is in a fairly competitive local market and there is a competitor who has ranked locally for around 2 years, but they have no actual address on their Google business listing. Just city and state.
The listing is always top three and it does have their website listed, but directions aren't even available as there is actual no address.
The listing is extremely keyword dense (basically spam but they actually created a business with the spam name).
Citation Example: Keyword dense business name, phone number, city and state only
Have you seen this? Can you explain why this is happening? Is this against the rules/anything I can do?

Thanks, yeah I'm pretty sure national SEO is just to work on organic, but never hurts to ask and be 100% sure.
I've already asked one way, a while back, but really boils down to since we don't have physical locations and those drop shipping places are just affiliate services we can access, doesn't warrant the same local search options as say a Burger King or Walmart having those national physical listings.

Hmmm ... I've never used SAB for a national company so I'll let anyone else voice in.
I don't think you'd use it but hopefully someone else will voice in.

While not related to this exact issue, I did have a question about SAB in general.
If you were a nationwide distributor able to drop ship from various locations across the nation, would we use a sab and include the whole nation or is there not a feature for that sort of issue yet?
Local SEO for a nationwide service doesn't seem like a thing yet, or maybe I'm missing something

Thanks to the OP for sending the info across. For those who may be wondering what was going on to create this I won't give details obviously but in short, the site was setup as a Service Area Business (SAB) wherein their actual address is hidden but they've selected a radius they serve.

(Australian Business) Ranks 7th Brisbane, but ranks 3rd in Sydney and Melbourne. Why is Brisbane ranking worse, how to fix?
Years ago the rank would be the same across Australia. If we ranked 3rd in one city, it would be the same in every other city. Right now, we are ranking 3rd in Sydney and Melbourne, however we ranking a low 7th in Brisbane for keyword "Trampolines". Why is this? How can we fix it in Brisbane. Multiple Business Listings at the same address - Negative or Positive?
Hi everyone Does anyone have any experience of working with multiple business listings at the same address? It's making me itch my head! I work for a travel agency and we have multiple websites for different holiday types/destinations. I want to add business listings for the businesses but I'm concerned that it could have negative effects from the businesses sharing the same address and sometimes the same phone number. Has anyone got any pointers on this, if will effect rankings or my SEO strategy. Thanks!

Local Search and Schema.org - Do I need to tag up the "same as" Property to all my citations to help with local rankings?
Hi All, We have implemented Schema.og on our website and this also includes the local business schema for all of our branches.However I've read an article (see below ) which says we should also be doing "same as " property and linking this to ALL of our citations such as google plus page , yelp , bing places, city search etc etc as this will help with citations. I am wondering if anyone has done this ? - And if so , has this helped with local rankings etc - I don't really want to invest the extra costs to get this done if I can't find anywhere that says its made a difference - The article from whitespark - says - "when you create new citations for your business (or for your client’s), it’s a waiting game hoping that Google and the other search engines will find your new citations quickly and make the connection between those listings, the business, and the website. The “sameAs” property can help make that process much quicker _and _easier. Schema.org explains that the “sameAs” property is used along with the “URL of a reference Web page that unambiguously indicates the item's [or business’] identity.” By using the “sameAs” property in your NAP schema markup, you can tell search engines that the business you’ve marked up is the same one found at a certain citation URL Of course, Google+ isn’t the only important citation source. Google Plus Pages are No Longer Available From SERPs?
We have noticed that the links to our google plus pages have become inaccessible to all of our client google plus location profiles from search result pages. I am getting lots of questions about this from our clients and am just not sure what to say. Does anyone have any idea what is happening here? I do notice that some large brands have "profiles" links below their information on the right side of SERPs that includes google plus links: https://www.google.com/search?q=american+airlines and some do not: https://www.google.com/?gws_rd=ssl#safe=off&q=nike I can't imagine we are abandoning our business.google.com location profiles but what do we know if anything regarding the plan here is? Is eLocal a scam or legitimate directory for local SEO?
I just got an email from eLocal with information that is way farther off than any other email I have received from directories I know. I ran a search on them, and it definitely seems fishy. Plus, it's not showing up as a problem in my Moz Local account. However, I don't want an inconsistent listing if this is a legitimate site I should correct. Anyone have experience with them? Do Local PPC Ads Get Ranked Higher Even Though the User Doesn't Specify Search Location
See the attached image.I searched for a drug called "Actos". The first Google Adwords result was a result specific to "Arkansas" which is odd because I didn't specify that I was in Arkansas. I understand that Google makes that recommendation because Google knows I'm in Arkansas. The resulting landing page has NOTHING to do with Arkansas and you can view it here: http://bladdercancerlawsuit.org/actos-bladder-cancer/My question is this: Does the fact that the AD has the name of the user's state (Arkansas) make the "click" less expensive or higher ranking or both? Is this known by Adword specialist community? I'm wondering because this is an expensive keyword and hard to guarantee top position for.
