URL Structure and Keyword Focus for location page

Our company has around 1,700 locations across the country. These are contract shops mind you but still locations in which we will be placing pages for on our website. I have been browsing through all of the Local SEO blogs and trying to define the strategy for these. Here are a couple of outstanding questions I still have:
1. What should the URL structure of the page be for these locations? Keep in mind that there are some cities that have multiple locations in them so I can just do "/city/brand-keyword." I am thinking it should be "www.url.com/state/city/location-name"where the location name would for example "TXBrandName."
2. How should I structure the keyword focus for these pages? I am thinking that these pages will probably rank for some variations and should definitely include the city name although the search volume is very low. Currently I am thinking that they would be "keyword city – brand name."
3. How do we handle the shops that are contract and have a primary business already listed? We plan on listing them on GMB using "located inside of {business name}" on those that are contract shops. We originally considered using a suite# but one of the articles in Moz recommended not doing that. I just know that places like "Starbucks" and "Banfield" seem to use the "located inside of" without any issues.
Any input would be greatly appreciated as we about to set all these up and I want to make sure we are setup for success as much as possible.

So, what you are talking about is called Containment Information. Google says:
- Containment information indicating that your business is located inside another business (whether or not the businesses are part of the same organization).
- Not acceptable: "Chase ATM (in Duane Reade)", "Apple Store at Stanford Shopping Center", "Benefit Brow Bar - Bloomingdales", "Sam’s Club Tire & Battery (part of Sam’s Club)", "Geek Squad (inside Best Buy)"
- Acceptable: "Chase ATM", "Apple Store", "Benefit Brow Bar", "Sam’s Club Tire & Battery", "Geek Squad"

Regarding your URLs, I would go with
Regarding keywords, this is tough because you are talking about so many locations. Typical advice looks like this
...but only if you have the resources to build a good, high quality page for each of the 1700 locations. If you do, I'd focus on service + city + regional terms and synonyms on the pages.
I might suggest, given the size of this client, that you hire a good Local SEO to consult with you, to whom you can show the actual business in confidence. The goal would be to have them confirm GMB eligibility, actually looking at your client. There can be nuances to that our community might miss, not looking at the actual business model. Investment in an hour or two of consulting with a top notch Local SEO would seem a wise investment to me, given the very big scope of the project. 1. These are shops that perform our services using our equipment but are located inside of another business, similar to what happens with Starbucks in a Target. This is not a "we proudly brew" situation, but our actual interaction point with our customers.

Feature street-level signage with your company name on them?

Meet face-to-face with customers at the 1700 locations?

Adding Multiple Country Locations for Google Business Listings
Hi Moz community, I hope everyone is well. I would like to ask for your advice on how to show a Google Business listing in both the UK and US for our brand. I understand that you can add multiple locations to your Google listing under the 'Manage Locations' tab but I wasn't quite sure how it worked in practice. I have a couple of questions below: If we have 2 registered locations/offices (one in the UK and one in the US) are we able to create 2 separate locations that will show our business listing correctly in the right-hand margin when people search for our brand in the US and UK respectively? If so, when a user finds our business listing in the US, are we able to serve them our US website version when they click the 'Website' button, as opposed to showing them our UK website? Google Is Linking to Wrong Local Page - How To Change?
Hi All Thanks in advance for any support. I've setup two "local" pages to target the next door town for one of my clients. One page targets "t shirt printing" and one page targets "embroidered workwear" However when I search for "embroidered workwear town in question" google connects the search to my t-shirt printing page and not the embroidered workwear page. Would it be possible to advise on what I need to do for the correct page to be linked to the search term? URL Injection Attack Removal
Hello, I noticed that there are many irrelevant keywords showing up on anchor text tool for my website. The website is about coding programs for kids. No Location option in Incognito Search Settings
I was checking on a client ranking and went to Incognito in Chrome for the search. I went to search settings to set the location and thought I had done something wrong. I closed and went back to search settings and still no location setting. See attached. Interestingly, when I went to my signed in Chrome and set the location and then went to incognito and went to search settings, then location showed up for me. How to rank same business page in different locations?
Hello all, First of all thanks for answering my previous queries. Now, I have one more query and I am hoping to get best possible answers from you guys. Query: I have one business which is located in one city only and I have a verified listing there (I am ranking good in that city). However, I want to rank the same business page in couple of other cities as well. What should I do considering that I cannot create a new listing for other cities because I have my office in single location only? Looking forward to answers. Brian

Is it best to avoid the meta keywords tag?
We were earlier using the meta keywords tag on our pages and on reading a recommendation on Moz for the same being redundant, we went ahead and removed the same! Can anyone provide inputs on whether the meta keywords tag is really irrelevant or actually detrimental to a page? Thanks

Convert Google Plus page to Business page
I have a google plus page for my company edspire.com, https://plus.google.com/b/107395030190889162381/107395030190889162381/posts When I created it I don't think I set it up as a business so I'd like to convert to one. As far as I can see it is not possible to do this. What is the recommended process, do I just create a new one and migrate content over or is there some way to merge them? Should I then delete the old one or is it helpful to keep double posting? Thanks, Jim
