How fast should a page load to get a Green light at Googles PageSpeed?

So, trying to get e big e-commerce site to work on their page loading issuses. Their question left me without an answer, so how fast should a site be, so that it will get a Green light at the Googles Page Speed test?
Is there a number in seconds? Do we know that?

To be clear - Pagespeed Insights does not measure the speed of a page, It's entirely possible to have a score of 90 and a load time of (a disastrous) 29 seconds. I have screenshots to prove it
All Pagespeed does is check for the typical server/software configurations that "usually" lead to faster pages, as Linda mentions.
All you should care about is what your VISITORS experience and what they think is "fast enough". You need to put RUM (Real User Monitoring) on the site's pages so you can directly correlate visitor behaviour/conversions to page speed. (And so you'll actually know what speed real users experience, as opposed to the totally synthetic speed tests like Pagespeed Insights or even webpagetest.org/gtmetrix etc.)
If the site uses Google Analytics, this RUM is built in, but you must adjust the tracking code snippet to get worthwhile value from it. By default, Analytics will only track 1% of pageviews' speed. Adjusting the tracking snippet will allow tracking of up to 100% of pageviews or 10,000 pageviews per day.
You'll have SERIOUS power in your hands when you can see the actual speed performance of all pages that takes into account REAL user variables like connection speed, location, browser, mobile vs. desktop, time of day/server load etc, etc. Don't guess - use data.

P.S. If the site does have really high-volume traffic, you will already have at least a bit of data in the Site Speed report in GA at teh defualt 1% You can use it as a baseline to prompt action and to measure improvements, but you want to get up to that 10,000 pageviews tracked per day as soon as possible.

Here are the details about PageSpeed insights. A score of 85 or better will get you the green bar.
Note that this is based on network-independent aspects of page performance like server configuration, HTML structure of a page and its use of external resources such as images, JavaScript, and CSS and is not a direct "speed test." [The actual number of seconds will vary based on connection.]

I'd say that 5kb is definately worth it! Even on bandwidth alone, if you get that image downloaded 10 times that's 50kb in bandwidth saved.

Obviously the answer has already been giving here but I just wanted to get in and say that most of the recommendations that are usually in there are sometimes indeed not effective enough to pick up. If you still have to save 5kb on image load to make sure people have to download less files it's probably not worth to pick it up. However it provides awesome guidelines in general to make sure that redesigns or new sites that you're building will follow the guidelines completely.

I don't believe there is a 'magic number'. As fast as you can get it...
It also depends on what the competition does if it will help you at all to improve your score.
Then again, I've read over and over that the PageSpeed score sometimes is something no to worry too much about, as some of it suggestions for improvement are simply undoable to have the site working properly.
But it'll be hard to convince your client to become 'unbelievers' of a grade by a major brand…!

The answer shouldn't be "what does it take to get a green light" it should be "what's the quickest we can get it for our user". The ideal speed should be under two seconds to load a page.

Just validating a theory I have about why Google is Soft 404ing some of my doctor pages.
As of June 1 doctor pages on our website that say "No ratings are available yet" are being Soft 404ed in our Google Console. Very wierd pages. 2900 403 errors in page crawl for a site that only has 140 pages.
Hi there, I just made a crawl of the website of one of my clients with the crawl tool from moz. I have 2900 403 errors and there is only 140 pages on the website. Thousands of 404-pages, duplicate content pages, temporary redirect

Google not index main keyword on homepage in 2 countries same language, rest of pages no problem
Hello, Two the same websites, two countries, same language http://www.lavistarelatiegeschenken.nl / http://www.lavistarelatiegeschenken.be The main keyword "relatiegeschenken" in top 10 of netherlands (steady position for 2 years) and in ** belgium** not in top 15****0 the main keyword "relatiegeschenken| but other keywords good positions, thats so strange I didn't understand and now every thing turned around suddenly: Now the main keyword "relatiegeschenken suddenly " not anymore in top 10 in the netherslandsits gone and other kewyords still good positions , now **main keyword suddenly in top 10 of belgium 2 years was not **other pages still ok. It are exactly the same websites and the same language. So double content But my programmer told me in google webmaster tools settings are right, so no problem with double content ? I really dont understand first main keyword in netherland in top 10 and in belgium not, now changed, now in belgium top 10 and not findable in the netherland on the main keyword. Maybe problem in code ? Maybe problems in code because websites are identical and active in two different countries wit same language ? No message about a penalty message in WMT, no spam links week i delete two strong but according to Linkdetox a bad links. I can not find a solution but its really important keyword that my customer want back in top 10 in netherland, like it was. All other positions and visitors are the same. Issue: Duplicate Page Content > Wordpress Comments Page
Hello Moz Community, I've create a campaign in Moz and received hundreds of errors, regarding "Duplicate Page Content". After some review, I've found that 99% of the errors in the "Duplicate Page Content" report are occurring due to Wordpress creating a new comment page (with the original post detail), if a comment is made on a blog post. The post comment can be displayed on the original blog post, but also viewable on a second URL, created by Wordpress. http://www.Example.com/example-post http://www.Example.com/example-post/comment-page-1 Anyone else experience this issue in Wordpress or this same type of report in Moz? How can we get google to know we are a lifestyle magazine
hi, i have a website which is a lifestyle magazine www.in2town.co.uk before we had to build out site from scratch due to a major error from our hosting company we ranked number one for the word lifestyle magazine but since then we have always ranked number five. This week that has dropped to number seven and i would like to know, what do we need to do to let google know we are a lifestyle magazine. I am not sure what we need to do. i know we should have important keywords on the home page but i am not sure where to put these without making the site look silly. can anyone let me know if we should have an introduction and if so where shall we put this. we would really like to increase our page rank for lifestyle magazine but are struggling to know where to put text that will not make the site look silly. Also, can anyone let me know what other keywords we should be aiming for please; We are currently making major changes to our site to make it better.

Why do I see dramatic differences in impressions between Google Webmaster Tools and Google Insights for Search?
Has anyone else noticed discrepancies between these tools? Take keyword A and keyword B. I've literally seen situations where A has 3 or 4 times the traffic as B in Google Webmaster Tools, but half the traffic of B in Google Insights for Search. What might be the reason for this discrepancy?
