IP Address location v Server Location Penguin 4/Possum

Hi All,
Our hosting provider have their IP address range in Melbourne but offers servers in Sydney or Melbourne.. If we were to take a server in Sydney and an IP address from their Melbourne range (only IP range offered) will the new localisation updates to the Penguin/Possum Algorithms serve less up to our clients in Sydney thinking we are located in Melbourne?

Best to use the nearest Server location of your major target market or the NAP location?

Your client might have a deliver service to Sydney. If having a second NAP in Sydney will be optimal.
Set up the Google My Business for 999 kilometres around the NAP in Melbourne.
In that case is advisable to have inbound links from Sidney to reinforce the interests there, as well as customers reviews in Google, whom have IP in Sydney.
Not so local and having more customers with the same resources!

Tough 301 redirect with a /www in it
Hi Mozzers, I'm using Eggplants 301 redirect via wordpress and for some reason I can't redirect one url. The example of it is below: www.website.com/news/www.website.com As you can see, it looks like there's 2 url's and this plugin doesn't do the trick. Does anyone have any suggestions? Maybe via .htaccess? Thank you!

Page / Domain Authority Question
If my website were to purchase a sponsored article on a site with a powerful domain authority that contained a do-follow link, and the link would be "domain.com/articles/new-article" ... obviously new-article would have 0 page authority, being new... is that still considered a valuable link and why or why not?

Exact Syntax for Canonical to PDFs for Windows Server
Hi There, I have got in my web several PDFs with the same content of the HTML version. Thus I need to set up a canonical for each of them in order to avoid duplicate content. In particular, I need to know how to write the exact syntax for the windows server (web.config) in order to implement the canonical to PDF. Using IP to deliver different sidebar content on homepage
We have a site with a generic top level domain and we'd like to use a small portion of the homepage to cater content based on the IP of a visiting user. The content is for product dealerships around different regions/states of the US, not internationally. The idea being that someone from Seattle would see dealerships for this product near their location in Seattle. The section on the homepage is relatively small and would churn out 5 links and images according to location. The rest of the homepage would be the same for everyone, which includes links to news and reviews and fuller content. We have landing pages for regional/state content deeper in the site that don't use an IP to deliver content and also have unique URLs for the different regions/states. An example being a "Washington State Dealerships" landing page with links to all the dealerships there. We're wondering what kind of SEO impact there would be to having a section of the homepage delivering different content based on IP, and if there's anything we should do about it (or if we should be doing it all!). Places ranking for a non-locational phrase?

Now if this was "Coach Hire London" I would expect places, and indeed there is a list of places.
But how do you get a places listing ranking for a phrase without a place name?
Also of interest is the fact that this website doesn't even exist! It is a 301 redirect to another site.
Google seems to be picking up the 301 since it shows the redirected site in the page snapshot and has no pages indexed for this domain.
So an un-indexed site with a 301 redirect is #4 for the top phrase in this industry. I have no doubt that this will only be a temporary thing but it would be interesting to know how it was possible.
