Google Penguin penalty is automated or manual?

Hi,
I have seen some of our competitors are missing from top SERP and seems to be penalised as per this penalty checker: http://pixelgroove.com/serp/sandbox_checker/. Is this right tool to check penalty? Or any other good tools available?
Are these penalties because of recent Penguin update? If so, is this a automated or manual penalty from Google? I don't think all of these tried with black-hat techniques and got penalised. The new penguin update might triggered their back-links causing this penalty.
Even we dropped for last 2 weeks. What's the solution for this? How effectively link-audit works?

Thanks for the response. Here I have uploaded our ranking screenshot. Please have a look and let us know your valuable understandings. Based on that, we conclude something to work on like link audit if we are certain of it.
We have improved ranking when we fixed certain broken links, but dropped on Sep 17th, which is too early to blame on Penguin (my guess). One thing to notice here is that we had reclaimed some links (around 10) on 15th and we dropped on 17th. We reclaimed more than 50 links for last one month. Do these redirects pushed us down?
We dropped more on USA.

First of all. Those are only tools. They predict if you have penalty or not but won't tell you in 100%: "You've been penalized". Im not using that kind of tools to tell somebody he was penalized or not. Nothing will replace digging into data.
Penguin penalty is "automated penalty" (real time now) and you won't see messages in google search console.
How effectively? If you got enough number of good links, then you have the chance to bounce back after link audit completed. If you don't then you can see no rise or not to previous serps but seo after will be 100% effective again (at least for a start till next messing with google). Also there's another option - that's not link related penalty.
Choice is yours.

Significant "Average Position" dips in Search Console each time I post on Google My Business
Hi everyone, Several weeks ago I noticed that each Wednesday my site's Average Position in Search Console dipped significantly. Immediately I identified that this was the day my colleague published and back-linked a blog post, and so we spent the next few weeks testing and monitoring everything we did. We discovered that it was ONLY when we created a Google My Business post that the Average Position dipped, and on the 1st July we tested it one more time. The results were the same (please see attached image). I am 100% confident that Google My Business is the cause of the issue, but can't identify why. The image I upload belongs to me, the text isn't spammy or stuffed with keywords, the Learn More links to my own website, and I never receive any warnings from Google about the content. I would love to hear the community's thoughts on this and how I can stop the issue from continuing. Do industry partner links violate Google's policies?
We're in the process of The Great _Inquisition_piecing together a reconsideration request. In doing so, we reached out to an agency to filter and flag our backlinks as safe, should be no-followed, or should be removed. The problem is, they flagged several of our earned, industry partner links (like those pointing to us, HireAHelper, from 1-800-Pack-Rat and PODS for example) as either should be no-followed or should be removed. I have a hard time believing Google would penalize such a natural source of earned links, but then again, this is our second attempt at a Reconsideration Request, and I want to cover all my bases. What say you Moz community? No-follow? Remove? Leave alone?

Negative SEO attack working amazingly on Google.ca
We have a client www.atvandtrailersales.com who recently (March) fell out of the rankings. We checked their backlink file and found over 100 spam links pointing at their website with terms like "uggboots" and "headwear" etc. etc. I submitted a disavow link file, as this was obviously an attack on the website. Since the recent Panda update, the client is back out of the rankings for a majority of keyword phrases. The disavow link file that was submitted back in march has 90% of the same links that are still spamming the website now. I've sent a spam report to Google and nothing has happened. I could submit a new disavow link file, but I'm not sure if this is worth the time. '.'< --Thanks!

Penalized by Penguin 2.0
I believe our site has been penalizes by Penguin 2.0. Our impressions in Google Webmaster are down and our traffic in Google Analytics also took a hit. Both of these occurences took place right when Penguin 2.0 was unleashed. What are the steps I need to take to regain my ranking? Is disallowing all the links I think maybe spammy the first thing to do?

My Penguin Recovery Attempt
So I have decided today to attempt to beat the odds and try and do a full recovery from the Penguin Update. I am going to create a Google Doc in which I will make public and link at the end of this post for all of you to see. I am going to meticulously go through a massive back link audit of my site and try to see if I can recover from my loss of some of my main keywords back from April 24th. I want to clarify that I DID NOT get effected from Penguin 2.0, but I did from 1.0 and have not recovered since. I have to be honest I feel like I have done everything up to now, but I realized I needed to make this a very long journey into a massive audit into my back link profile which contains thousands of back links which I have been honestly avoiding. I just want to see if I put the work, I will see the results and maybe it can help others I will document everything I do in detail as well as dates when I do them. I'm sure there will be plenty of coffee fueled nights of Jibber-Jabber...and I apologize for that ahead of time. I hope at the end there is light and can shed some on others. I am starting with a blank canvas, so keep checking back on my progress. I generally work at night so you will see most changes in the morning. SERP dropping along with competitors - Google algorithm mix up?
I am hoping someone will have some insight as our recent ranking drop has been driving me crazy trying to figure out what happened. Our site is www.dgrlegal.com. We've been building links by creating quality content and getting others to link to it. We've seen our rankings rise to 3 for a number of keywords. Suddenly around March we saw a pretty drastic drop but only for certain keywords (maybe a Penguin hit?). For example, "new jersey process service" still has us ranked 3rd but "new jersey process server" sees us much lower around 19. I've noticed several competitors have dropped while one has risen so is this negative SEO? Probably not as our backlink profile doesn't seem suspicious but it has me very confused. We've received no warnings or notices from Google. The only thing I see is that our indexed pages went from 13 to 98 in January and have been now steadily increasing to 129, although I thought this would be a positive. Any suggestions or thoughts? I thought maybe things would shake out but it hasn't happened as of yet - we just keep dropping.

Instability on the server - punishment in Google?
My site has about 50k pages indexed in Google. We are well respected, and we believe our stories add much value to the user. However, we are having serious problems with my hosting service and the site is unavailable for more than 15 hours. Unfortunately we also have no provision for him to return to work. I wonder if this kind of instability can cause some punishment on Google, if so, I wonder if there is anything we can do to tell Google that we are aware and working to resolve the problem.

If a site is punished by google like -30, or -60, are the link from that site efficient?
Like this way, if I build a blog and in some situation, the blog is punished by google as some reason I don't know, all the rank dropped and got the -30 punishment. If I put a outbound link on the sidebar, or footer position. what it'll be for that link? A is punished, a link is put on the A website and link to B website what that link means to B punished got many ways Thank you
