Google Penguin penalty is automated or manual?

Hi,
I have seen some of our competitors are missing from top SERP and seems to be penalised as per this penalty checker: http://pixelgroove.com/serp/sandbox_checker/. Is this right tool to check penalty? Or any other good tools available?
Are these penalties because of recent Penguin update? If so, is this a automated or manual penalty from Google? I don't think all of these tried with black-hat techniques and got penalised. The new penguin update might triggered their back-links causing this penalty.
Even we dropped for last 2 weeks. What's the solution for this? How effectively link-audit works?

Thanks for the response. Here I have uploaded our ranking screenshot. Please have a look and let us know your valuable understandings. Based on that, we conclude something to work on like link audit if we are certain of it.
We have improved ranking when we fixed certain broken links, but dropped on Sep 17th, which is too early to blame on Penguin (my guess). One thing to notice here is that we had reclaimed some links (around 10) on 15th and we dropped on 17th. We reclaimed more than 50 links for last one month. Do these redirects pushed us down?
We dropped more on USA.

First of all. Those are only tools. They predict if you have penalty or not but won't tell you in 100%: "You've been penalized". Im not using that kind of tools to tell somebody he was penalized or not. Nothing will replace digging into data.
Penguin penalty is "automated penalty" (real time now) and you won't see messages in google search console.
How effectively? If you got enough number of good links, then you have the chance to bounce back after link audit completed. If you don't then you can see no rise or not to previous serps but seo after will be 100% effective again (at least for a start till next messing with google). Also there's another option - that's not link related penalty.
Choice is yours.

Website not listing in google - screaming frog shows 500 error? What could the issue be?
Hey, http://www.interconnect.org.uk/ - the site seems to load fine, but for some reason the site is not getting indexed. I tried running the site on screaming frog, and it gives a 500 error code, which suggests it can't access the site? I'm guessing this is the same problem google is having, do you have any ideas as to why this may be and how I can rectify this? Thanks, Andrew

Penguin Maybe? Ranking low for main term: Trying to find cause and correct
Hello, For nlpca(dot)com one of our main keywords is the term "NLP" We are ranking 25th for that term.Possible causes: 1. keyword stuffing on home page, though we need to use the term over and over again to describe ourselves. Also, competitors like nlpco(dot)com and nlpu(dot)com also mention "NLP" a lot 2. Backlink profile: see this spreadsheet. We have a lot of sites from other countries and many sitewides but all natural and almost all branded. Ou company names are NLP Institute of California, NLP California, and NLP and Coaching Institute. 3. nlpcacoach(dot)org is a sitewide footer link. So is iepdoc.nl. We're going to ask the first site to take our link down. 4. No "What is NLP" article. I think that might help. 5. Most of our 60 articles are posted on other sites. We author about 30 of them. I'm working on authorship via rel="author" and rel="me" links. There's usually 2 authors 6. Most of the title tags used to be 4 keywords separated by pipes -"|" I changed them all after the updates took the keyword "NLP" down. That's about all I can think of. What do we do or clean up?

Penalty for all new sites on a domain?
Hi @all, a friend has an interesting problem. He got a manuel link penalty in the end of 2011...it is an old domain with domainpop >5000 but with a lot bad links (wigdet and banners and other seo domains, but nothing like scrapebox etc)...he lost most of the traffic a few days after the notification in WMT (unnatural links) and an other time after the first pinguin update in april´12. In the end of 2012 after deleting (or nofollowing) and disavow a lot of links google lifted the manuel penalty (WMT notification). But nothing happened after lifting, the rankings didn´t improve (after 4 months already!). Almost all money keywords aren´t in the top 100, no traffic increases and he has good content on this domain. We built a hand of new trust links to test some sites but nothing improved. We did in february a test and build a completely new site on this domain, it´s in the menu and got some internal links from content...We did it, because some sites which weren´t optimized before the penalty (no external backlinks) are still ranking on the first google site for small keywords. After a few days the new site started to rank with our keyword between 40-45. That was ok and as we expected. This site was ranking constantly there for almost 6 weeks and now its gone since ten days. We didn´t change anything. It´s the same phenomena like the old sites on this domain...the site doesnt even rank for the title! Could it still be an manuel penalty for the hole domain or what kind of reasons are possible? Pages higher than my website in Google have fewer links and a lower page authority
Hi there I've been optimising my website pureinkcreative.com based on advice from SEOMoz and at first this was working as in a few weeks the site had gone from nowhere to the top of page three in Google for our main search term 'copywriting'. Today though I've just checked and the website is now near the bottom of page four and competitors I've never heard of are above my site in the rankings. I checked them out on Open Site Explorer and many of these 'newbies' have less links (on average about 200 less links) and a poorer page authority. My page authority is 42/100 and the newly higher ranking websites are between 20 and 38. One of these pages which is ranking higher than my website only has internal links and every link has the anchor text of 'copywriting' which I've learnt is a bad idea. I'm determined to do whiter than white hat SEO but if competitors are ranking higher than my site because of 'gimmicks' like these, is it worth it? I add around two blog posts a week of approx 600 - 1000 words of well researched, original and useful content with a mix of keywords (copywriting, copywriter, copywriters) and some long tail keywords and guest blog around 2 - 3 times a month. I've been working on a link building campaign through guest blogging and comment marketing (only adding relevant, worthwhile comments) and have added around 15 links a week this way. Could this be why the website has dropped in the rankings? Any advice would be much appreciated. Thanks very much. Andrew

Does Google Penalize for Managing multiple Google Places from the same IP Address? Can you manage from same google account or separate? Or does it matter since it's created from the same IP?
I manage a number of client's Google Places from the same IP and heard this is not a good thing. Are there Do's and Don'ts when managing multiple Google Places? Create separate google accounts for each or can you use the same account?

Are there any "legitimate" paid links in Google's eyes?
The news about paid link campaigns is so frequent, that I have to ask the question....does Google allow any paid links? Aside from SEO, paid links can have visibility value. Much like an exit sign on the highway, the paid link says "Get off here"
