Ranking for a service website that offers to a large geographic region. Micro sites, one site, google ads, etc?

Hi there I currently have a client that has a service that offers to a wide metropolitan geographic region. Currently we offer location detection when they hit the site. I'm curious what the best method going forward would be. This client is coming from a PPC initially but I've sold them on a longer term goal with organic SEO (local) .
So my question is what is the best method for ground up web creation when offering a service that services multiple areas within the same metropolitan region?
Bonus questions anyone using Flat CMS's?

Thanks for the helpful answer. While I apologize for not having any experience with Flat CMS, here's what I can tell you about Local:
You'll need to break this down for the client into 3 interrelated components: local, local-organic and (possibly) PPC.
On the Local Front - you'll want to be sure the website is properly optimized with the client's contact info in their city of location (header/footer, contact us page, in-text mentions etc), you'll want to build citations for the physical location and manage their accuracy/quality, and you'll want to earn and manage reviews on all citations that included a review component. The goal here is to show up well in Google's local results and organic results for terms relating to the city of location as well as being present across the major citation platforms.
On the Local Organic Front - The most typical thing to do would be to develop additional content for customers located in cities B and C, be sure these pages are internally linked to well from the navigation and elsewhere within the site, and then earn/build links to those pages. This part of the project should only be undertaken if the client can commit sufficient resources to developing really good landing pages. There must be a reason for these pages to exist beyond impressing search engines - they must contain unique content that truly helps customers from the targeted location. The goal here is rank in the organic SERPs for terms relating to the service cities.
On the PPC Front - Much can be done with the above 2 components, but where there are gaps in visibility, a supplemental PPC strategy targeting the service cities (or even the city of location) may remain a requirement, depending on the competitiveness of the client's unique geo-industry situation.

No there is no content for each serviced area. Just a contact form that auto detects location in order to generate location specific leads.

Is there content that's specific to these areas?

Google My Business search results for multiple listings
I am wondering how people set up their Google My Business listings to appear in the search results similar to this business, Hulme Orthodontics. I attached an image below that'll give more details. I am working with a client that has two locations similar in distance to Hulme Orthodontics, and I have tried everything and have come up with no answers as to how I can properly get Google to format the search results in this way. Google Knowledge Graph Missing Telephone Information/Multiple Locations
Does anyone have experience correcting the Google branded knowledge graph for a local listing? We have an issue with the knowledge graph not displaying telephone numbers on a clients local knowledge graph panel in the SERPs (for desktop searches). We manage over 1,500 local listings for the same company and the majority of those listings display telephone numbers on the right hand side of the branded knowledge graph panel. However, a handful do not display a telephone number. If you click through the map section of the knowledge graph panel, into the Google Maps/Google My Business page the numbers are listed, they are just not showing up on the knowledge graph panel in the SERPs. The local numbers are listed on the Google My Business page. Does anyone have any experience with this and can recommend what other items we should check for that could help get the numbers to show up on the on the knowledge graph panel in the SERPs? "Duplicate" on Google Local - Attorney and Business Listing
For our law firm, we have a Google Local listing for the firm (Riddell Law LLC). Google also created a local listing for one of the attorneys (Riddell) (we didn't create it, but are in the process of verifying it). Both listings are at the same address. Moz Local says these are "duplicates" - is that true? Would Google penalize us for this? I am not sure how to fix it - both the individual attorney and the business are in fact at the same address. If anyone has any advice I would greatly appreciate it! Thank you!!

Google MyBusiness Profile Pictures not Showing
Can someone tell me why some search profiles in maps don't show the profile image? Meaning the business has pictures in their profiles, including their main profile, its at 100% completion and the audience is not age restricted and the images still don't show? Copied Website
My Google Local rankings (http://www.petmedicalcenter.com) have completely vanished within the last two weeks. I noticed that a website - http://justinchina.co.uk - has copied our entire website. Every time I make an update to the site, that webpage updates as well. I have taken the steps to block a couple IP addresses that seem to be coming from the domain/host. Could this be creating problems for our rankings? Any recommendations on how to get this website removed? Should I use Google's disavow tool? Thanks for your help!
