No, the meta description tag has no effect on rankings. It could affect CTR if someone things it's an outdated article if the date displayed is old.

Hello, Recently We have a taken a project " http://customerconnect-services.com/ " and are responsible for the Digital Marketing for the website. FYI, we have been following the best On-Page SEO practices ever since we took the project: Performing Keyword Research, Finalizing the Keywords,Using those in the Page-Title, Meta-Descriptions, Heading Tags and of course in the Content as per MOZ suggestions & SEO standards. But, we are unable to rank in first page; which is a serious matter of concern for us. We have also checked whether the Domain / URL has been blacklisted, but it's not (Not even by Google). We are therefore unable to figure out what is going wrong even after following so many best practices to get the keywords a good ranking (1st & 2nd page of SERPs). Therefore I would like to request you to provide your expert opinions in this regard by checking what is it that we are not getting right. The website url is http://customerconnect-services.com/. Why is my website embedded inside this Iranian one?
I just did a search for something and my own website tured up at 1, but this other wbsite turned up at 2 with what looked like my content http://sport.aliexirs.ir/ASTM-A-Plate-Grades-HIC.html. so I clicked on it and it is my website running inside a frame. so what is this all about? Do I need to worry? And what should I do?

Website Migration Query
We are going to migrate our site but we cannot do this gradually, so before we complete the whole migration, we were thinking of launching the new site on a sub-domain and gradually redirect traffic to the sub-domain, starting with 10%, moving up steadily so that we then migrate to the new site within four/five weeks. The new site will have a new URL structure on the same domain, with a complete re-design and the IP address will be changing as well, even though the server geographical location will remain the same. a) Should we noindex the new sub-domain while the new site is on trial? b) Are there any other issues we should look out for? Website not ranking for noncompetitive terms
Hi, We've took over a website last July and no matter what we do we just can't get it ranking in Google, even for noncompetitive terms. here is the website in question: http://www.alignandsmile.co.uk Ideally the client would like to rank for Canary Wharf but that location is competitive, the site doesn't even rank for 'Dentist New Providence Wharf E14' despite it being included in the title tag on the home page and in the content throughout the website. Directories with Align and Smile's business information do rank however. I opened a case with google through Webmaster tools and they 'reviewed your site and found no manual actions by the webspam team that might affect your site's ranking in Google.' So I'm a bit stuck. The site ranks top for the keyphrase in Bing and Yahoo...we are really struggling with Google! Any help would be much appreciated. many thanks Marcus

Optimizing a website which uses information from a database
Hi, Sorry if this question is very general. I am in the process of building a website for local business, and it it will be heavily dependent on a database. The database will contain loads of information which can be optimized such as business directory listings, articles, forums, questions and answers etc. The businesses will also be able to link to and from the site. Which is the best way to display this information so that it can be optimized the best? I was going to use drop down boxes on a single page, ie main category, sub catagory, then display the business listings based on this. However, as the information on the page changes constantly based on the drop down the robot / user uses, I am assuming this is very hard to get optimized well. Does anyone know a better way? Thanks.
