How To Use Followerwonk and Twitter for outreach link building

I'm wondering if anyone can help me with how to use follower wonk and twitter for outreach link building and offer any strategies. I'm using the following method but perhaps there are more efficient ways of doing it or other software that can aid the process.
As I understand it it's a case of searching bios on followerwonk based on keywords and at the minute I'm selecting targets by social authority. (Is that the best metric or the there another one that's better?).
I'm basically then following users in my niche and hoping that they follow me back. Those that do I'm then visiting their website based on the url in their twitter bio and running it through OSE to check the domain authority to see if the site authority is high enough to warrant listing them as a potential link target. If so I'm communicating with them by sharing their content, mentioning them or direct messaging them complimenting them on an article or such like.
My aim is to build a relationship and eventually achieve a guest post or backlink somehow. Is this how the process should work?

I think that's a great start Samuel, so I'm just gonna expand on a few points.
To increase the likelihood of the user/brand following you, you need to offer them value and be relevant to their interests. There's a few obvious ways you can do this - tweet things about their industry, even directly @mention them as well with questions. Another way would be to get in front of them - start appearing on the websites they visit.
You can attempt to do this with Tweet Archivist. Currently still free, so be quick. Enter this search term - filter:links from:TWITTERHANDLE - with twitter handle obviously being the person you want to target. This will bring up a list of tweets from that person that contained links. If you visit the top URLs tab, you may be able to see certain domains popping up more frequently. Therefore, it would be safe to assume that the user/brand enjoy reading things from that website. If you could become a writer there, you could impress the target.
In addition, while I would use followerwonk to find prospects, I wouldn't use twitter straight away to approach them. I'd actually use Google+. We're all longing for more reasons to use Google+, but it is very much underused (and not as oversaturated as Twitter) at this moment in time. Therefore, your outreach and/or message is more likely to be picked up and responded to there - as it gives us an excuse to use Google+!
These are just some ideas to help you on your way. I'd definitely read through Richard Baxter's slideshare on SEOGadget's method of acquiring links too, as I believe there are a few takeouts from there.

Links to Social Media Sites
I am in the process of updating my website where all the URLs of my individual blog pages are changing. I have, in the past, done a lot of link sharing on Facebook, Linkedin and Twitter of my individual blog posts, but now on the new site my links will be different. Therefore, when I launch the new site anyone clicking on my previous tweets or facebook shares will get a broken link. Is there a tool I can use that identifies all the links on social media sites? Opensite Explorer doesn't show these - unless I am missing something? Any tips on how to overcome this would be very useful. thanks
