Can anyone tell me why my site DA is not increasing?

Correct, it's listed on https://webmasters.googleblog.com/2009/11/hard-facts-about-comment-spam.html for example (google's own blog). You really need to avoid doing that practice, and second, most of the blogs now only offer a "Nofollow" based website link (that is if they ever show a website adres within the template).
If you want to get links, a good start is to signup your website to category's / business listings that are relevant to your website or service you are providing. It might take a month or so to be found, caught up and see some changes going on. Buying links is a no go really, as that is to bypass a natural linkbuilding.

Good question! There's a few components here and I think we need to pick them all apart to give you a fair answer.
One thing is, as Jeroen mentions, it can take a while for links to get discovered, we can't expect immediate change.
Also, we need to bear in mind that DA is a Moz metric, it's not reflecting anything in Google. So we're not talking about how long it takes Google to find links, we're talking about how long it takes Moz to find links and, understandably, the Moz crawler isn't quite as prolific as the biggest search engine in the world so it could take a while. On this point, it's also worth bearing in mind that Moz DA will not affect rankings. DA is an attempt to estimate how important Google thinks a page is, rather than something Google directly considers in rankings. So in short - a higher DA might help us rank better but we can't assume that a higher DA will necessarily mean we rank better.
It sounds like you're generating links by posting comments on other sites. A lot of sites which allow comments automatically nofollow any external links. That's because historically people have tried to influence rankings by linking to external sites in comments. It can cause Google to think the linking site is spammy if all of the links are followed. By nofollowing the links, the sites protect themselves by saying to Google "ignore this link in terms of authority". That means that usually those links won't have an impact. Because DA is trying to approximate how Google thinks - DA will also ignore nofollowed links (as far as I'm aware).
Google is also less likely to pay attention to comment links because of those same tactics and if those sites don't automatically nofollow links then it's quite possible that Google's estimation of the value of that site is lower (and it's quite likely that DA follows suit but I don't know the inner workings of that calculation.
Essentially, I don't think it's terribly shocking that DA hasn't changed with this activity. However - I'm also not sure this activity is what will help your business. If you're trying to improve your rankings I wouldn't leap to links first. I've given a more step-by-step process for how I would recommend you go about it in this blog post (apologies for the self plug but I think that's useful information and this comment is long enough as it is!)

Should I work with current site or start a new site with more keywords?
I have been working with my site for some time. Sadly, I am moving lower and lower in ranking. I am wondering if I should just transfer my site to a new URL (this time including keywords). I don't understand the whole disavow link thing. I hired someone about 2 years ago, when I lost my ranking due to malicious software. Well, it turns out that, she submitted my link to weird sites that I don't even know what they are. It is like sites with thousands of websites just listed. What can I do to improve my site's local search ranking?
I've read a lot about the "Magic 7" ranking factors for local search, and I feel like in a lot of ways, my site (www.imageworkscreative.com) is doing all the right things and still not having terrific results. The only thing I can think of to really improve upon is how often our local keywords are mentioned on our pages - maybe setting up a local blog or something similar would be helpful? Adding footers that include the names of local cities? Does anyone have any pointers for me? We would really like to rank for things like dc web design, web design va, etc. - and fast. We have (recent) links from two local Chambers of Commerce and we're working on getting accredited by the BBB. I feel like those listings will help us, but there has to be more we can do.

I have read from an authorative source that you can duplicate your blog posts on your google plus account without issues as google knows that this is your 'property'. is this correct and what would be the value in doing so? until we have need sign posting new blog posts with a link. Ash

Networking sites / paid links
A national networking company charges its members, say, a few of hundred pounds to become part of their network, which involves offline networking events and online in forums and a directory. All the links of the directory and forum sigs etc are all do-follow. While it's not just a directory, how beneficial a link is this likely to be? The site itself has a DA of 60 and a PR rank of 4. 1k likes on their cnnected FB page and 21 likes on the G+. At the networking meetings they tell new recruits that being a member gives them a very valuable backlink and everytime they participate in the forums they get another do follow backlink. Ive checked and they are dofollow. Is this likely to be a great value link?
