U.S. Vs. Canada search volume

How does Moz differentiate Canadian data vs. U.S. data? I'm particularly interested in search volume. Why is there such a big difference in volume (much less in Canada)? Is this due to population differences or are there other factors?
For example, see the monthly volume for the keyword "Business resilience":
U.S. = 360
Canada = 6This seems like a huge difference!

@David_zil - thanks for the response. Population differences and differences in search behavior makes sense to me. Wondering if you know more about the different data collection methods? Can you clarify what this means?

David_zil made a great point about the factors influencing search volume differences between the U.S. and Canada. To add a bit more context:
Population Size: As you mentioned, the population size significantly affects search volumes. The U.S. has a much larger population than Canada (approximately 330 million vs. 38 million), which naturally leads to higher search volumes in the U.S.

Has the keyword planner search volume metric gone crazy?
I use the search volume found in keyword planner to score and weight my keywords in a similar way as Rand showed us in this WBF. This week I've found that in many cases suddenly the singular and plural version of the keyword have the same search volume. This seems crazy to me as singular and plural is not the same, the intent is different but more importantly they behave very differently from each other when looking at their track record in Adwords (impressions, clicks, conversions, CTR, CVR etc...all different). For example, here's a screenshot of 4 keywords (singular and plural versions of 2 phrases) with search volume captured a couple of months ago. Now here's another screenshot of the same keywords taken from Keyword planner today. Any ideas why this would be happening? Does it makes sense to you? It just seems buggy to me. Thanks!

Keyword Themes - What's in a theme?
I recently read the Moz guide for "How To Rank - 25 Step SEO Master Blue Print" and had a question on keyword themes. What is considered a theme? Is there a recommended number of keywords in a theme? For example, if my site is for listing and selling cars, would the following terms fit within the same "car" theme or should the terms be broken out by "cars general" / "car locations" / "car types"? Does adding the suffix "-ing" affect ranking for a keyword? E.g. "build" vs "building"
In other words, let's say the keyword I wanted to rank for was "building a home" but the SERP only showed sites ranking for "build a home". If I specifically optimized my page for "building a home" would that increase my chances for ranking for "building a home"?

Plural vs singular keyword usage - on-page optimization
The on-page report card appears to include both plural and singular versions of keywords in reporting the keywords within the body, which results in a keyword stuffing warning. My question is, is it truly keyword spamming to use over 15 instances of a keyword that is spread across plural and singular versions of the keyword? If keywords are lumped together this way by Google's algorithms, why do pages rank differently for singular and plural versions of the same keyword?
