Page disappears from search results when Google geographic location is close to offline physical location

If you use Google to search georgefox.edu for "doctor of business administration", the first search result is http://www.georgefox.edu/business/dba/ - I'll refer to this page as the DBA homepage from here on. The second page is http://www.georgefox.edu/offices/sfs/grad/tuition/business/dba/ - I'll refer to this page as the DBA program costs page from here on.

This appears to hold true no matter what your geographic location is set to on Google.
George Fox University is located in Newberg, Oregon. If you search for "doctor of business administration" with your geographic location set to a location beyond a certain distance away from Newberg, Oregon, the first georgefox.edu result is the DBA homepage.

It appears that if your location is set to within a certain distance of Newberg, OR, the DBA homepage is being pushed out of the search results for some reason.
Can anyone verify these results? Does anyone have any idea why this is happening?

Here is what I see:
Searching for 'doctor of business administration' with my location set to Redmond Oregon, http://www.georgefox.edu/business/dba/ is coming up #8 organically.
Doing this same search, but with my location set to Newberg, Oregon, I see http://www.georgefox.edu/offices/sfs/grad/tuition/business/dba/ coming up #2 organically.
It looks like my exact rankings may not be identical to yours, but at least my searches appear to confirm that the 2 different pages are surfacing with the 2 different locations being set.
Unfortunately, I agree with Moosa that it's very hard to hit on a precise reason for why Google would be favoring your tuition page over your home page when a user's location is set to the town the in which the institution is located. I do have a suggestion, though. Why not try putting Newberg, OR in the title tag of the page you'd like to be ranking highest for Newberg-located searchers, mention it in the H1 tag, and mention it more than once in the copy. I'd also recommend that you put the complete NAP (name, address, phone) in the body copy of the page, though I see it's already in the footer. Perhaps by increasing the optimization for Newberg on this page, you might strengthen the pages chances of ranking the way you want it to? Just a suggestions.

Yes, that's the only vaguely plausible explanation we've come up with too, though it's not very satisfying and it's impossible to prove.

I believe no one can answer exactly what it is but one can only answer as per the experiments and what has happened to one in the past!
Google recently said that they will drop down your rankings if people are going to click on your website and bounce back within few seconds and select another result. If we keep this rule for local results that would be like if people from certain location find the page irrelevant, Google will probably rank it down and the same page if responding well for another location Google will rank it higher on that location.
I can be completely wrong but this is one of the thousand possibilities

Search Console - Best practice to fetch pages when you update them?
Hi guys, If you make changes to a page e.g. add more content or something is it good practice to get google to fetch that page again in search console? My assumption is this way, Google can review the updated page quicker, resulting in faster changes in the SERPs for that page. Thoughts? Cheers.

Google update this wknd or page title issue?
Hi, I've seen a big ranking drop for many major terms, for a particular site, just on Google. This happened Fri 20th or Sat 21st just gone. I don't see any news on an algorithm update over the weekend.I had changed many of the sites major page title protocols 2 weeks ago but a) I would have expected any negative effect before now and not all at once b) the protocols were carefully crafted to avoid traffic drops for major terms and c) i'm seeing traffic drops for keywords that still start at the beginning of the page title d) im seeing drops for some pages which are still using the OLD page titles. I had even tested the protocol on a number of pages in advance to ensure it wouldn't cause problems. As a bit of background - the title protocols were changed to make them more user friendly and less keyword heavy. CTR from search improved so was hoping for better not worse rankings! Ideas, gratefully appreciated.Andy

Fixing A Page Google Omits In Search
Hi, I have two pages ranking for the same keyword phrase. Unfortunately, the wrong page is ranking higher, and the other page, only ranks when you include the omitted results. When you have a page that only shows when its omitted, is that because the content is too similar in google's eyes? Could there be any other possible reason? The content really shouldn't be flagged as duplicate, but if this is the only reason, I can change it around some more. I'm just trying to figure out the root cause before I start messing with anything. Managing Google Map Location for a remote wilderness lodge
Hi all, I’m working on a Google Maps and Google Plus issue for a client who runs a unique, very remote wilderness lodge. The lodge isn’t located near any road -- you have to fly 100+ miles on a small plane. Their mailing address is a PO Box in a dingy little town 100+ miles from their actual mountain location. Therefore, Google maps and Google Plus think the lodge itself is located in this little town, and it shows them there on maps. That’s bad, because the kind of guests who come to this remote lodge wouldn’t want to stay in that little town. We would like Google to understand that the lodge’s location is not the same as its mailing address. We have the GPS coordinates for the actual location. My question is: how do I get Google Plus and Google Maps to correctly show the lodge pin at its GPS location on the map, rather than in the town that hosts its remote PO box? Thanks for reading! Meta NOINDEX... how long before Google drops dupe pages?

Adding Orphaned Pages to the Google Index
Hey folks, How do you think Google will treat adding 300K orphaned pages to a 4.5 million page site. The URLs would resolve but there would be no on site navigation to those pages, Google would only know about them through sitemap.xmls. These pages are super low competition. The plot thickens, what we are really after is to get 150k real pages back on the site, these pages do have crawlable paths on the site but in order to do that (for technical reasons) we need to push these other 300k orphaned pages live (it's an all or nothing deal) a) Do you think Google will have a problem with this or just decide to not index some or most these pages since they are orphaned. b) If these pages will just fall out of the index or not get included, and have no chance of ever accumulating PR anyway since they are not linked to, would it make sense to just noindex them? c) Should we not submit sitemap.xml files at all, and take our 150k and just ignore these 300k and hope Google ignores them as well since they are orhpaned? d) If Google is OK with this maybe we should submit the sitemap.xmls and keep an eye on the pages, maybe they will rank and bring us a bit of traffic, but we don't want to do that if it could be an issue with Google.
