Pages that 301 redirect to a 404

We are going through a website redesign that involves changing URL's for the pages on our site. Currently all our pages are in the format domain.com/example.html and we are moving to stip off the .html file extension so it would just be domain.com/example
We have thousands of pages as the site deals with news so building a redirect for each individual page isn't really feasible. My plan is to have a generic rewrite rule that redirects any page that ends .html to the stripped off version of this. A problem I can see with this is that it will also redirect pages that don't exist.
So for example, domain.com/non-existant-page.html would 301 to domain.com/non-existant-page which would then return a 404 status.
What would the SEO repercussions be for this? Obviously if a page doesn't exist already then it shouldn't show up in the search engine indexes and shouldn't be a problem but I'm a bit worried about how old pages that currently legitimately 404 will be treated when they start to 301 redirect to a 404 instead. Not sure if there any other potential issues from this that I've missed either?

I agree with Dave.
When the page redirects from a page to a 404 it's another redirect however the url mentioned does not exist so there should not be any links to it within your site. If a competitor is linking to a non existing page it's referred to external and as long as it stays like that then you should be just fine. The problem starts when you start linking to a non existing page.
So keep it clean and implement the change I would say.

Using the rewrite rule is fine.
There is no issue with domain.com/non-existant-page.html 301 redirecting to domain.com/non-existant-page which would then return a 404 status. If you go to anydomain.com/any-non-existing-page you will return a 404 page but this endless amount of possible pages will not be crawled by search engines because they do not exist and you (or anyone else) should not be linking to them.
With your old, legit 404 error pages, I would recommend 301 redirecting them to a relevant new page, a relevant category page, or the homepage if nothing else is suitable.

Hundreds of 301 Redirects. Remove Pages or Not?
Hi Mozers, I have a website that has literally got hundreds of 301 redirects. I had a close look at these URLs and only some of them have backlinks to it and remaining all of them are not indexing in Google and has got not backlinks at all. Based on what I have noticed experts mentioning, loads of 301 redirects can potentially slow down the site speed. In a case like the website I have, should I completely take off the pages from website to reduce the number of 301 redirects or should I leave 301 redirects? There is no traffic or backlinks coming from these URLs. Malika

SEO impact difference between a URL Rewrite and 301 redirect
Hi guys and girls! Just putting a new site live, we changed the URL from one thing to another and I created a 301 file redirecting the urls like for like. The developer installing it has created a different file with columns like: RewriteRule ^page/ http://www.site/page [R=301,L] RewriteRule ^/page/ http://www.site/page [R=301,L] What's the difference? The page redirects but is there a difference between the 301 redirect and this URL rewrite in terms of SEO and link value?

301 redirect for page 2, page 3 etc of an article or feed
Hey guys, We're looking to move a blog feed we have to a new static URL page. We are using 301 redirects but I'm unsure of what to regarding page 2, page 3 etc. of the feed. How do I make sure those urls are being redirected as well? For example: Moving FloridaDentist.com/blog/dental-tips/ to a new page url FloridaDentist.com/dental-tips. So, we are using a 301 on that old url to the new one. My questions is what to do with the other pages like FloridaDentist.com/blog/dental-tips/page/3. How do we make sure that page is also 301'd to the new main url?

301 redirects and Blogger - moving blog
Is there any way to add 301 redirects to individual posts on a blogger-hosted blog? We're getting ready to finally move our blog off of Blogger and onto our own webserver. We're probably going to use BlogEngine.net to run it. right now the blog is located at blog.MySite.com. We're probably going to move it to MySite.com/Blog. We don't have any really popular posts and we only really get ~10 visits a day on about 70 posts. Just trying to figure out the best way to handle this without inadvertently shooting myself in the foot.

How to do a 301 redirect for url's with this structure?
In an effort to clean up my url's I'm trying to shorten them by using a 301 redirect in my .htaccess file. Are there any negatives to channeling my links through a 301 redirect?
I'm channeling 1000's of links through another url with a 301 redirect. I've thought this through and can't see any downside to doing this, but I want to get your opinion. Can you see any downside to doing this? With regards to passing anchor text, PR, PA, etc? Since this is done with sites all the time when they change urls, I can't see Google being able to penalize me for this....can you? What do you think?

301 Redirect To Corresponding Link No Matter The URL?
Hey guys I have hosting on Host Gator with I believe an apache web server. I need a code to put in the HT ACCESS to redirect all WWW URL's to their corresponding http URL. I haven't been able to get a code to work.
