Can some one help me find this Matt Cutts article on disavows?

Hey everyone. A while ago, I remember reading that Matt Cutts said that you can just disavow domains, and that the Google Webmaster Tools team doesn't read for comments (like if webmasters had been reached out to).
Is this ringing any bells? I'm trying to find this tidbit again.

Here's Google's page regarding the use of the tool: https://support.google.com/webmasters/answer/2648487 and it contains this, "If you want Google to ignore all links from an entire domain (like example.com), add the line "domain:example.com". And this, "Your text file can include additional information about excluded links, as long as each line of description begins with the "#" character (all lines beginning with # will be ignored)."
I think you might have misinterpreted "ignore" in their description. They're talking about the machine processing the file and that it will ignore the lines of code with # as they are tagged as comments for people to read. The team could still read the comments if they choose to. Cheers!

Help! Rankings dropping after optimising
I have been using MOZ a lot, in the past I have always been able to optimise a website enough to rank well in my local areas, but lately every time I optimise a website based on MOZ recommendations the rankings are just dropping and dropping... I haven't focused any efforts on backlinks, but a few sites have gone from the first page of SERP to 2nd and continue to drop... I have 2 example sites: https://www.documentmanagementsoftware.com.au/ - optimised for "Document Management Software" - was initially ranked no.7 in google AU, now it is no.16 after my efforts. http://www.tmphysio.com.au/ - optimised for "canberra physiotherapy" - was no.6 now it is dropping to no.9 after 'optimisation' Any help or insights would be extremely helpful as I feel hopeless!

Help with 404 pages
Hello everyone, A few days back, we have permanently removed 3 main categories from our E-commerce website and because of that our more than 50k URLs are showing 404 error (according to Google Search Console). What are the good practices to handle such extensively 404 pages? Please help!!

hi, quick question, I've made a new instillation of wordpress at sussexchef.com/dev and I'm about to start building pages, obvoisly I'm going to move it to sussexchef.com when its all looking right. when I choose my page address links/ permalinks thingy, should I use new url names that don't already exist on the old site? or should I keep the old url names so I don't get loads of 404's, but include the "dev/" in the url name? Eg the old address sussexchef.com/home should I use sussexchef.com/dev/home or sussexchef.com/home-sussex-caterers while building the development site? I'm guessing the later my help out in google searches too? But if I use Dev in the url shurly I will have to go through almost 100 pages removing the dev/ and also changing all the links too? This would be days of work!

What is stopping your competitors from blatantly stealing your article and publishing it on their own website virtually word for word.
If your competitors website gets indexed by Google before yours than surely Google will see your hard work and cost as duplicate content. Question:
Should site owners be worried about this type of practice?
