Why does Google only display a 3 pack of local business results for some terms?

We have seen a pattern in the Google UK SERPS where only three local listings are triggered for a query although they have a more local results to show but chose to only show three: Anyone else seen this? Anyone know why? Is there a magic number for them to trigger a six pack, does the data set they pull from need to be larger for them to trigger more local listings.
"Solicitors Cambridge" = 3 listings
"solicitors kent" = 3 listings
"Solicitors Oxford" = 6 listings
Any thoughts?

Hey There,
Your question is a great one, but unfortunately, the answer is likely known only to a few engineers at Google. Google's choice to vary from 10 packs to 7 Packs to 3 Packs and now Snack Packs for various industries over the years has long been a matter of speculation. There have even been mind-boggling times when only a one-box would show (and usually a spammy one at that) for queries for which there was plenty more data. Why is this? Some suggest it has to do with the competitiveness of a query in a given industry or geography. Others have suggested at times that Google was making a conscious choice to reduce the local footprint in the SERPs. What has been standard through all this is fluctuation. Google is constantly testing what they feel delivers the most value to users and makes most sense for Google. There is no known magic number for how Google determines which type of pack treatment a query deserves, including whether it deserves any type of pack at all.
3 Packs are tough. Giving an entire city/industry only 3 spots can feel kind of miserly and frustrating for everyone who isn't numbers 1-3. It means having to work harder, longer and with more creativity if you want to be among the chosen few. My personal view of this is that all pack results must be viewed as possibly transitory and as a test by Google, because they can change overnight, both in terms of the pack number and in the order of rank.
One thing to remember here - don't forget to educate clients regarding the user-as-centroid phenomenon. There can be some hope in this, knowing that a client's customers are likely seeing different local pack results based on their physical location, again, both in terms of pack number and order of rank. I've trained people just one city away from me and have personally experienced how totally different their SERPs can be from mine for identical queries. Hyperlocal optimization and long-tail optimization may both be important considerations here.

Our business is ranking very well on Google in our niche (diving zanzibar).
We constantly work on SEO and use MozPro to follow our ranking. Our problem is on LOCAL SEARCH and GOOGLE MAPS.
Our GMB is optimized, updated, has many photos and the most review in our niche.
We use to rank in the first 3 results for most search terms (for example: diving zanzibar, zanzibar diving).
Since October 2017 our ranking dropped to the bottom of the GMB results and never recovered. We suspect that our business is being filtered or panelised for 3 reasons:
1. When registering on GMB years ago, we entered our site title as our business name (Diving Zanzibar - Spanish Dancer Divers - PADI 5 Star). In September 2017 after reading the guidelines, we changed the business name to the real name (Spanish Dancer Divers)
2. We are located in Zanzibar (Africa) where physical addresses do not exist. Not Knowing which address is best to enter on GMB we kept trying different options ("Nungwi Beach, Nungwi, Zanzibar", "Nungwi, Zanzibar", Nungwi Beach, Zanzibar, Tanzania, etc..) A week ago, in order to check why we are being filtered, we have changed the address again. The result was an immediate drop of 3 more places.
3. A year ago, we have been receiving many ratings and photos that belong to a restaurant next to us. Google support was useless so we decided to move our map locating a mile into the ocean to prevent getting those ratings and photos. Since then, we have move our location on map back to our real location. Is there a way to know what we are being filtered for? how long will that last? is there a way to fix that?

Where does the small description on a business listing come from in google maps?
Hi All, Simple question, but I'm struggling to find the answer, so I hope someone is able to help. How do I treat multiple buildings on the same college campus on Google for local SEO?
Should I delete them? Simply give them a different address like "City, State, Zip"? I see the benefit of having key buildings on campus in Google Maps, but I don't want those to affect my accuracy score and, thus, my local rankings for SEO.

Two businesses with the same adress
Hi Guys, A client of mine took over an competitors site 12 months ago. They sell almost the same products and both websites now list the same address on their contact page. Local search isn’t really important to them (webshops). They aren’t really active with Google plus reviews. but I’m still wondering. Could this cause any ranking problems? A lot of online citations still mention the old competitors address and two almost identical company’s with the same address sounds like an bad idea. Any suggestions about this topic? Just as a side note: the competitors site lost a lot of traffic, which is caused by a lot of different problems (double site migration were they didn’t think about SEO). So I would love the hear your thoughts about this specific ranking problem. Thanks a lot!

Does anyone know of a Google My Business reporting dashboard that shows impressions and clicks in bulk?
Right now, it appears the only way to access reporting data is by clicking on each individual location and then navigating to insights. We're managing nearly 300 different locations and need a tool that makes it easier to retrieve performance data.
