Is Google creating meta descriptions on the fly?

I'm doing some competitor analysis for a client. I'm looking at the client's title tags and meta descriptions for specific search results, in comparison to their main competitor. I'm trying to establish if the client is ranking higher due to better relevance, or just because they have higher PA and DA. It appears to be the latter.
Observations:
- For both the client and their competitor, their home pages appear in the results much more frequently than specific landing pages
- The meta description Google chooses to display in the search results for the home page does not always match the ACTUAL meta description for the page and appears to vary depending on the specific search query
Questions:
- Does Google create meta descriptions on the fly?
- Is this an example of Google using semantic search?
- And if so, why are we bothering to type customised meta descriptions for specific pages, if Google is just going to recreate them anyway?
- Is Google displaying results of the home pages simply because they cannot find pages more relevant (ie. if we produced landing pages more relevant to these specific search queries, would Google rank them higher)?

Meta descriptions are what you request Google to display, these are a request and Google does sometimes use other information if it feels its more relevant.
This isn't new and I've seen it numerous times over the last 5 or so years.
Dr Pete even did a blog article on this (very old 2011 - https://moz.com/blog/why-wont-google-use-my-meta-description but its still relevant.
Also the question has been asked and answered on here before: https://moz.com/community/q/google-not-pulling-the-right-title-tag-meta-description - I could cover the same answers in this post, but we all know Google hates duplicate content.

Based on what I am seeing when I inspect the URL it looks like Google is only able to see a few titles and internal links. Wrong meta descriptions showing in the SERPS
We recently launched a new site on https, and I'm seeing a few errors in the SERPS with our meta descriptions as our pages are starting to get indexed. We have the correct meta data in our code but it's being output in Google differently. Example: http://imgur.com/ybqxmqg Is this just a glitch on Google's side or is there an obvious issue anyone sees that I'm missing? Thanks guys!

Does Twitter Feed create backlinks?
Hi all, This morning I have seen a new backlink coming to one of our client's website. I have checked the link and it is a page full of social network feeds. I guess when i tweet something related to their subject it came up on their page and that has became a back link for me . Here is the link for the page that i get back link: http://www.brandigg.de/nachname/Burns I don't think this page has a pure link coming to my site but My questions is that does twitter or facebook feeds give back links? If they are backlinks then are they considered as spam links? I am also trying to recover from penguin update, I was wondering if this could be the reason for my Penguin hit or not. Multiple Google+ Local (Google Place) under one email address
As a automotive dealership group, we have 15+ business listings set up under one Google+ local account. Google+ Local (Google Places) offers the ability to upload a data file for 10+ listings, so we've kept all listings under one login for efficiency. Is there any specific local SEO benefit or any general benefit at all to having each business listing set up under their own separate email address?

Is Affiliate masking a problem for Google?
Does Google consider affiliate masking as unethical? I have a offer website that has 1000's of affiliate links that are masked. I feel google does not like masking URL's which is why my ranking started dropping. Can any one explain the context of affiliate masking please?

Fixing Google Places once Banned
I have a lot of clients who have somehow botched up their Google Places listing, and now are not showing up in local search results. In one particular case, they were using 2 different Gmail accounts and submitted their listing twice by accident. It appears Google has banned them from local search results. How does one undo steps like this and start fresh? Thanks!
