If a website trying to rank in US and it has received many back-links from domains hosting from other countries; how it will impact website ranking?

Can a website hosted in country will rank well in other country? How much the hosted location matters? Like....domain hosted in Germany but trying to rank in US?

Thanks for the response and answer. I have gone through the answer posted in the reference thread. Beside backlinks from same niche, we may also receive natural backlinks from different language websites being many products or services popular among different countries. Hope these don't fall in black hat techniques. And we can see many websites rank good for highly competitive keywords without using geo targeting like indicating website.com/us/ for US browsers and search engines as well. What are your views on these two points?

The below reply is not my own but I believe it is true.
If you getting backlinks from authoritative sites and that sites must be of your niche than it will be a good practice but if you put links on (foreign language) sites just to get backlinks and you not consider that it is of your niche or not than it goes to Black Hat SEO and obviously it will be harmful for your website.

PDFs With No Index Contribute To Page Ranks?
I have a question I'm hoping you can help me with. If I upload a PDF and add a no index under the meta robots index so that the PDF doesn't appear in search results when I send people the link to this PDF, does it still contribute to my site traffic/ranking etc? Basically we are deciding whether to put some PDFs with pricing options etc onto our website or on a google drive. We will be sending the links to potential clients. If visitors clicking on the link would still help with increasing traffic and increasing our google rank (without that PDF showing in results) we thought this might be the best solution.

Hey folks, Curious has to the how and why there are links at the bottom of this search query for "Justin Bieber Networth" for other celebrities, completely unrelated i.e. "harry styles, taylor swift" etc. http://imgur.com/DNXuyRW (also attached) Is this an SEO tool? Giving Follow Links is good for SEO ?
Hi Friends, In my website I am having PR 5 for my home page and I am giving 25 external links as follow link. Reason is all links are natural links so I gave as follow links. Will my website will be decrease PR in future. 1) Should I need to give as nofollow links? 2) Can I update only for reciprocal links as nofollow? In total 25 links I have 3 reciprocal links only. Your suggestions on this are important for me. Awarding badges to bloggers as a link-building strategy?
Hello - In the past, doing "Blog awards" and subsequently offering winners' badges with links and anchor text embedded has been something that worked very well for a client. However, we are now noticing that the badging strategy does not seem to be producing the same results for us. We are only reaching out to quality blogs in particular niches - e.g., Top Fashion Blogs, Top Health Blogs, Top Design Blogs, etc. Most blogs that post the badges are in the PageRank 3-5 range. Has anyone else engaged in badging strategy and noticed that the success rates are declining? Could it be that in-text, contextual links are given much more weight than sidebar links? (The badges are most typically posted in bloggers' sidebars). Any insight would be appreciated, thanks!

Throwing this question out to the community but was wondering if anyone can direct me on how I can find the top 5 or 10 ten sites that have been most optimized for search engines.
