How do you deal with Scam-Type SEO businesses?

One of our potential clients is a limousine rental service. His current "Marketer" is going about his business in a seemingly sketchy way. I'm pretty new to having to compare myself to other SEO/Marketing competition.
So, this guy has 100's of websites that are nearly identical. Quite a few have duplicate content, but all of them generally look the same. He leases these websites as lead generators:
Think of it like this: he probably has 15-20 websites all geared for different parts of the DFW area. Denton Limo Service, Plano Limo Service, Dallas Limo Service, Etc. He also has a bunch of websites for other industries. Every "business" has its own phone number via a Google Number that he forwards to the actual business line. Every "business" has a Google My Business Listing setup as well with no address listed. When someone fills out the contact form on one of these sites, it is forwarded to the business who is leasing it.
He also creates his own backlinks on his websites to all of his other websites.
I imagine that eventually he will be caught, right? I mean, this has to be Black Hat SEO.
Have any of you encountered an SEO/Marketer like this? If so, what do you do about it?

He might get whacked - especially if the sites have verbatim text on every page. He might get away with it for a long long time if each site has totally unique text and he isn't interlinking these sites very heavily or interlinking them with nofollow. Lots of people are able to link between their own properties if they are using the biz name as the anchor text instead of a money keyword. (I know that this answer wasn't satisfying, but that's my opinion on how diverse are the ways that Google handles these things.
I mean, this has to be Black Hat SEO.
Ignorant bliss has a large overlap with black hat in appearance, although the intent is very different. It's blackhat if these sites are identical except for the name of the community and the seller of the service knows that this is far below best practice.... and even worse if they are being juiced from a private blog network or paid links from ignorant webmasters or from those who know paid links are not good but sell anyway.
Have any of you encountered an SEO/Marketer like this?
This stuff is everywhere. Sometimes they grab your content and use it in New Jersey.

"Fake" market research reports killing SEO
Our robotics company is in a fast growing, competitive market. There are an assortment of "market research" companies who are distributing press releases about their research reports (which are of less than dubious quality). These announcements end up being distributed through channels with high domain authority. The announcements mention many companies in the space that the purported report covers - including ours. Canonical tag On Each Page With Same Page URL - Its Harmful For SEO or Not?

301 redirects for 3 top level domains using WP SEO Yoast
Hey Guys I have a custom built website - and a wp blog attached to this - problem is there are 3 top level domains: zenory.co.nz, zenory.com and zenory.com.au **The issue is when I enter the domain to 301 redirect I only have to enter one domain usually i enter redirect from zenory.com/blog/oldpage to zenory.com.newpage ** For eg: I have just move Phone Psychic Readings from the blog - over to the main site. However there seems to be an issue that I'm still having and trying to clean up. I'm finding backlinks there are linking to each other of my 3 domains that end up backlinking across domains, which I was told this can look as spammy to google. For eg: co.nz links many pages to com.au. I'm currently trying to clean this up at the moment - however while im in the process of this - I find myself question when I'm creating the 301 redirects from the blog - but lets say I'm on the blog for zenoy.co.nz/blog/oldblogpost and when I click on a blog post - it redirects me to zenory.com/newarticlepost - because I have redirected it to .com - how can I redirect and make sure is going back to the right domain name to save myself from having to show this cross backlinks? Would gratefully appreciate any assistance on this tricky situation. Cheers Just

Black Seo --> Attack
Hello there, Happy new year for everyone, and good luck this year. I have a real problem here, I saw in MOZ link history that somehow the "Total Linking Root Domains" is growing from a medium of 30 - 40 to 240 - 340 links and keep it growing. I guess somebody make me good joke, cause i did not buy any link :)) even cn, brasil, jp links, my store is from Romania. How I can block these links I think google will make me bad instead. Can anyone explain some below SEO questions ?
Can we do link building like directory, article, press releases, classifieds, business listing, social bookmarking etc. We need to check DA, Alexa, Page Rank, cBlock IP before publishing any kind of Link but how much Max or Min. no. should be for consider any website like DA should be min 20-30-40 etc.. How can consider a natural links? Which type anchor text should be in any kind of links may be directory etc. In website interlinking we should put Exact Links or no need to put any links For.ex.my website is abc.com.au then we can put link for Website Design keywords or Should be long tail keyword. How can we do content marketing means we should post blog in internal website or need to create External Blog like BlogSpot, WordPress. Changes to SEO with disavow?
Has the game changed a lot with the disavow tool I can see people still saying check out what our competitors are doing but with just going through a disavow myself how do you actually know what the correct link diversity is as 0 - 100% of the links could be disavowed. Also could a competitor not just buy a load of spammy links and disavow them to mask there real links. (I know in my backlinks on 150 are good and the rest is disavowed crap)

How can I make use of multiple domains to aid my SEO efforts?
About an year, the business I work for purchased 20+ domains: sendmoneyfromcanada.com sendmoneyfromaustralia.com sendmoneyfromtheuk.com sendmoneyfromireland.com The list goes on, but you can get the main idea. They thought that the domains can be useful to aid http://www.transfermate.com/ . I can set up a few micro sites on them, but from that point there will be no one to maintain them. And I'm, honestly, not too happy with hosting multiple sites on one IP and having them all link to the flagship. It is spammy and it does not bring any value to end users. I might be missing something, so my question is - Can I use these domains to boost my rankings, while avoiding any shady/spammy techniques? P.S. I had this Idea of auctioning the domains in order to cover for the domain registration fees.
