Duplicate content site not penalized

Was reviewing a site, www.adspecialtyproductscatalog.com, and noted that even though there are over 50,000 total issues found by automated crawls, including 3000 pages with duplicate titles and 6,000 with duplicate content this site still ranks high for primary keywords. The same essay's worth of content is pasted at the bottom of every single page. What gives, Google?

My issue is that this purposeful duplicate content tactic is helping www.adspecialtyproductscatalog.com rank higher for a keyword like "ad specialty products" than http://www.advertisingproducts.net/, the former, using the same 4,000 words on every single page of it's site.
So if the goal is to rank #1 for the highest searched keyword in my category, should one employ this content tactic as part of their SEO efforts?

This is a common scenario, I would take issues found by crawling tools with a pinch of salt - A lot of them flag up errors that aren't actually a major problem.
Search engines aren't crawling the web to find problems with your site, they are crawling the web to find the most relevant content and deliver it to the person that requests it.
As far as I'm aware there is no such thing as a duplicate content penalty. But there is an exception, if you breach copyright you could be in legal trouble. Additionally Google does have a pirated content removal process, if you find a copied piece of content that breaches copyright you can submit it and it will most likely be removed completely from the search engine.
If you are talking about duplicate content on your own site, it isn't a major problem and Google will still pick up the pages and try and deliver the best content to the search except you are doing yourself a disservice. If you have duplicate content on your own site put a bit of effort into crafting content and targeting different keywords.

Website penalized never again be the same
In February 2015 I received google email that had been penalized Superficial content with little or no added value. I resolved the situation with Google and the site was reconsidered two months later. The problem happens that since I had to drop the site never again be the same, since the site has been penalized never again be the same, now owned only 10% of visits and since then has not shown more growth. I'm deciding to leave the site for no more hopes and all who have had the same problem told me to forget about and working with new. What do you think? Give up the site and get a new one? Spam sites with low spam score?
Hello! I have a fair few links on some of the old SEO 'Directory' sites. I've got rid of all the obviously spammy ones - however there are a few that remain which have very low spam scores, and decent page authority, yet they are clearly just SEO directories - I can't believe they service any other purpose. Should we now just be getting rid of all links like this, or is it worth keeping if the domain authority is decent and spam score low? Thanks Sam

International web site - duplicate content?
I am looking at a site offering different language options via a javascript drop down chooser. Will google flag this as duplicate content? Should I recommend the purchase of individual domains for each country? i.e. .uk

Can I Point Multiple Exact Match Domains to a Primary Domain? (Avoiding Duplicate Content)
For example, lets say I have these 3 domains: product1.com product2.com product.com The first 2 domains will have very similar text content, with different products. The product.com domain will be similar content, with all of the products in one place. Transactions would be handled through the Primary domain (product.com) The purpose of this would be to capitalize on the Exact match domain opportunities. I found this seemingly old article: http://www.thesitewizard.com/domain/point-multiple-domains-one-website.shtml The article states that you can avoid duplicate content issues, and have all links attributed to the Primary domain. What do you guys think about this? Is it possible? Is there a better way of approaching this while still taking advantage of the EMD?

Multiple domains different content same keywords
what would you advice on my case: It is bad for google if i have the four domains. I dont link between them as i dont want no association, or loss in rakings in branded page. Is bad if i link between them or the non branded to them branded domain. I have been asked what type of site this is? What kind of page is this? Someone COPIED my entire site on Google- what should I do?
