Why doesn't Google find different domains - same content?

I have been slowly working to remove near duplicate content from my own website for different locals.
Google seems to be doing noting to combat the duplicate content of one of my competitors showing up all over southern California.
For Example:

The competitor is getting high page 1 listing for massively duplicated content across web domains.
Will Google find this black hat workmanship? Meanwhile, he's sucking up my business.
Do the results of the competitor's success also speak to the possibility that Google does in fact rank based on the name of the url - something that gets debated all the time?

As EGOL says, it isn't black hat.
It may be duplicate
If you think google cares about duplicate content on different domains, find an Associated Press story, then search for that headline.
You will find it on 100 sites. If google cared about duplicate content on multiple sites, none of those would show up in the serps.
However, and there is always a however... if they don't like your site for some other reason, they may bury your site in the results if you have duplicate content that appears on other sites.

I don't think that this is "blackhat". It is simply duplicate content that has a low chance of being filtered because it is on different domains which do not compete for identical keywords. Also, different phone numbers are used.
If you think that this method is highly effective you can do it too.
But, if you do it, you will still face the challenge of getting those sites to the top of the SERPs where there is a little competition. And, you will have some duplicate content risk.
If you have all of your different communities on the same domain you have an advantage on this company because you only have one domain to promote and any links that you get into that domain will benefit each of those communities all on one site.
Honestly, it sounds like your root problem is that you are unhappy that you must write unique content for each community. Maybe you should hire someone to do it for you? Or, if you are a real expert, why not write it yourself and give lots of useful information that might impress your potential clients and attract links? If you really want to smoke those guys maybe that's what you should do?
Just saying... if you do that you will still need offsite SEO to beat these guys. IMO they did some work to get these positions and you will have to match/defeat them.

And, you are correct, Google currently seems to give a little bonus for keyword domains. It's not that great of an advantage. If you think that it is effective you can go out an buy a bunch of them and do the same thing as this guy is doing.

If I was in your shoes I would be busy writing my content and looking for potential links in each community where you want to compete. You have the more effective strategy IMO, but you have not earned your SERPs yet.

How do I optimize pages for content that changes everyday?
Hi Guys I run daily and weekend horoscopes on my site, the daily horoscopes are changing every day for obvious reasons, and the weekend horoscopes change every weekend. However, I'm stuck in how the pages need to be structured. I also don't know how I should go about creating title tags and meta tags for content that changes daily. Each daily and weekend entry creates a new page. As you can see here http://bit.ly/1FV6x0y you can see todays horoscope. Since our weekend horoscopes cover Friday Sat and Sunday, there is no daily for Friday, so it shows duplicate pages across Friday, Sat and sunday. If you click on today, tomorrow and weekend all pages showing are duplicate and this will happen for each star sign from Fri, Sat Sun. My question is, will I be penalized doing this? Even if the content changes? How can I optimize the Title Tags and Meta Tags for pages that are constantly changing? I'm really stuck on this one and would appreciate some feedback into this tricky beast. Thanks in advance

Why Link Spamming Website Coming on First Page Google?
As we all already know about link spamming. As per Google Guidelines Link building, Exact Keywords Anchor Link Building is dead now but i am looking most of the website coming on first page in Google doing same exact keywords linking. I think directory, article, social bookmarking, press release and other link building activity is also dead now. Matt always saying content is more important but if we will not put any keywords link in content part then how website rank in first page in Google. Can anybody explain why is website coming on first page because when i am doing same activity for quality links with higher domain authority website then we are affected in Google update.

302 redirects - redirecting numerous domains into main primary domain
302 Redirects - We are a digital agency carrying out some SEO analysis for a potential client. The client has bought over 150 different domains and redirected (302) them into his main domain. The domains were bought up based on relevant industry keywords and protection. On first instance this seems like a Black hat technique that Google would most definitely punish - buying up domains and redirecting them to main website. Does anyone have any thoughts on this? Penalty for all new sites on a domain?
Hi @all, a friend has an interesting problem. He got a manuel link penalty in the end of 2011...it is an old domain with domainpop >5000 but with a lot bad links (wigdet and banners and other seo domains, but nothing like scrapebox etc)...he lost most of the traffic a few days after the notification in WMT (unnatural links) and an other time after the first pinguin update in april´12. In the end of 2012 after deleting (or nofollowing) and disavow a lot of links google lifted the manuel penalty (WMT notification). But nothing happened after lifting, the rankings didn´t improve (after 4 months already!). Almost all money keywords aren´t in the top 100, no traffic increases and he has good content on this domain. We built a hand of new trust links to test some sites but nothing improved. We did in february a test and build a completely new site on this domain, it´s in the menu and got some internal links from content...We did it, because some sites which weren´t optimized before the penalty (no external backlinks) are still ranking on the first google site for small keywords. After a few days the new site started to rank with our keyword between 40-45. That was ok and as we expected. This site was ranking constantly there for almost 6 weeks and now its gone since ten days. We didn´t change anything. It´s the same phenomena like the old sites on this domain...the site doesnt even rank for the title! Could it still be an manuel penalty for the hole domain or what kind of reasons are possible? Multiple domains pointed at one site
I know things are changing and the things Google thinks are cheating searchers from finding what they are really looking for are changing too. So, I have multiple domain names that are related to my site, but not the actual site name. For instance, I have a certification program called Certified NetAnalyst that has a few domains for it... .com, .org and other derivatives like NetAnalyst. I would like to point the domains to my main company web site and not create a site just for the certification. Does Google think it is cheating to point domain names with my company branding names to my main web site? What about domain name forwarding to a specific URL, like taking the certification name domains and pointing them to the certification page instead of the main site? Wondering if one could no follow (don't know how to do that) the domain forwarding links so it is not duplicate content? Is that possible in some way? Could you put another robots.txt file with excludes in the domain forwarding url landing page so it would not be duplicate content? For the future I want all SEO "juice" to go to the main domain, but the keyword value of the domain names is valuable. I sure would be grateful if someone that has a good understanding and specific recent experience with Google policy and enforcement could offer some sage and practical advice and perhaps a case study example where Google "likes it" or on the other hand a good explanation of why I may not wish to do this!
