Is the order placement of a city name in title tag very important?

Is "Austin Plumbers" much different than "Plumbers Austin" in the eyes of the search engine and best practices?
I would think that Plumbers Austin would have more search volume. But Austin Plumbers is easier to work in to sentences in the body.
Does Google sees them as the same?
Is it ok to use Plumbers Austin in the title tag and use Austin Plumbers in the body or should I choose one target phrase and stick with just that? If so should the city name come first or last?

According to Google's Adwords Keyword Tool, "austin plumbers" gets more search volume (go for Match Type 'Exact' in the left-hand column). Neither offer much volume though, so the results might not be that accurate.
In your title tag (and everywhere), I think you should use whatever makes most sense for the user, with SEO secondary. Your text should look and read naturally otherwise it'll come across as spammy.
It's good to use variations of your keywords, and not always right next to each other, e.g. "plumbers from Austin". Take a look at this for example: http://www.seomoz.org/blog/perfecting-keyword-targeting-on-page-optimization - it's an old-ish post, you might not want to include as many repetitions of the keywords - natural text is the key.

Question about brand name in title
I know this has been covered a million times but I cannot find one related to mine as far as brand goes. We have a 3 word company name (brand) and all three words are excellent keywords. We rank decent in google and other search engines, but I did not know if I should put our brand all together, or keep them spaced since I am using the keywords in the title in other places. Our company name is ex. A B C Title page is as follows and I am showing where our company name appears in the title for our pages. I am just not wanting to stuff the keywords in the title, although it is hard not to with our brand. I do not want to give out our company name. Below I am showing where part of our name appears in the title of pages. The (C) in the first part of the title is singular. Our name and brand for C is plural. I hope you understand. After 10 years in business we are redoing some things to make it even better. Moz Pro has been wonderful tool for us, the last 40 days. Should the Product Name/Keyword be first in meta description?
I'm writing my meta descriptions for my products. Right now I have it as <product name="">at <company name="">and a brief description.</company></product> However, I was wondering if I put a word in front of the <product name="">such as "Wholesale". So for example</product> Wholesale <product name="">at <company name="">.......</company></product> Is that advisable? Or should the product name always be the first word?

My start up brand name is 1# on Bing and Yahoo but not in the google top 50!
Hi all, I really hope you can help with this one! My brand/domain name "oboem" is nowhere to be seen on the Google rankings (france) but is number 1 on Bing and Yahoo. We are a young art crowdfunding start up and a full page article about us getting published in a magazine that will come out in december. "Oboem" is not a real word and no one else exept us should rank for it. 😞 I'm a bit out of ideas here. Thanks for the help

Importance of news headlines for their search rankings
Hi there, we're trying to determine how to best write headlines to make our articles more findable. We're a Theater content and ticketing site (theatermania.com) and we're about to publish an article describing outdoor Shakespeare in New York City. We've discussed a few headline options (we automatically use the headline as the page title, although we aren't married to this) below. Are any of these much more findable than the other? For example, are we shooting ourselves in the foot if we lead with "Fill your Summer...." in the first option? Image Description & Image Title
Our site allows us to update via WYSIWYG editor. When adding photos to our pages it gives us the option to add (Image Description) & (Image Title). When optimizing a single page how should we properly be filling these in? Should Image title be keyword we are trying to rank for?
