Ideas for making a mini-content farm more valuable to end users

I run a mini-content farm so to speak - a nationwide computer repair business. We have screened professionals that are specific to one industry. I was wondering if the SEO community would like to offer ideas on how to make this type of site more interesting to end users. What are some things that could be integrated into the site that are 'location specific' that would be of interest to users. I'd like to be able to offer a list of certified, screen, professionals that is searchable by zip code and town. We are planning on showing the quality control rating, as well as current certifications, and a checkbox showing that they were background checked. Customer testimonials are also in the works. Any other ideas?

Brainstorming here:
Put professionals and potential clients in contact inside your site, using a meritocratic chart list, were the the highest evaluation is from the clients the highest is the ranking. Evaluation based over tips and tricks and actionable help to answers made by the "clients"

Make a social network or profile website where everyone has their own space where they can write (something like a personal blog). Now, ask people to write reviews, send customers and users of your services for any of these professionals a feedback form with the URL to their profile and tell them to rate and review these guys.
Keep a strict moderation policy and try extracting useful information and compile them in a wiki kind of a storyboard as a summary of discussions, or a composed real time bio.
That should keep search engines interested.

It simply takes a bit of initial time to sift through and separate the wheat from the chaff. Once that’s done, give the freelancers a detailed brief and tell them exactly what you want." What's your opinion? Have you had good experiences using these sites? If so, what have you found as the keys to making the working relationship a success.

How can we dynamically populate content on our website based on a visitor's web history?
Recently, I have tried looking into options that would allow us to dynamically populate content (specifically images to be used at CTAs on our blog in wordpress) to different users based on their web history on our website. We would want to be able to dynamically populate images based on the number of visits in the past 60 days and the inferred industry based on pages hit. Unfortunately, I have been unable to find anything as a standalone tool - I believe HubSpot may have something like this but it is rolled into their blogging platform. Does anyone know of one?

Blogger - Multiple partial duplicate content and canonical
In Blogger, have at least three pages produced for each post - main post, archive and tag - each has their own canonical tag - are these considered duplicate content by Google? Not sure the best way to handle this.
