Switching to another CMS with different permalink structure, how not to lose organic traffic and Google rankings? Urgent Please!

One of my customers is in online jewellery sales business and they are going to change their CMS; the problem is there is no co-relation between URL permalink structure of the current CMS and the new one. What should we do so that we don’t lose our current organic traffic (also Google rankings) coming from indexed URLs in Google due to permalink structure change ?
Typical example:
Current URL: http://www.abc.com/pirlanta-nedir,AR-3.html
The new URL is going to look like this: http://www.abc.com/tek-tas-pirlanta-ar-4.html

100% agree on the 301 redirect strategy. The best execution is to 301 redirect each page to the new page on the new site. If you have a TON of pages and can not create a 301 redirection rule for every single page you should at least 301 redirect the proper directories to each other.
One thought is...since you will be doing this 301 redirect why not make the NEW urls user/keyword friendly? Also maybe build some directory structure to the site. Hopefully you will be doing his but just thought I should mention it.

No, if you use 301 redirections, you don't have to correct the old pages.
It's says something like that : "Hey Google, doesn't care anymore about this page, this (the new one) is the page to care about. You can transfert PR,... from the old page to the new one"

The thing is their website also have on page SEO errors such as duplicate page titles, duplicate content on different product pages etc. Shall we correct them all before moving to another URL structrure? Does that make any sense? Or building a correct on page SEO structure on the new CMS would be okay?

For me, you've no choice : you've to use 301 redirection from all your old url's to the new one

Page Speed or Site Speed which one does Google considered a ranking signal
I've read many threads online which proves that website speed is a ranking factor. There's a friend whose website scores 44 (slow metric score) on Google Pagespeed Insights. Despite that his website is slow, he outranks me on Google search results. It confuses me that I optimized my website for speed, but my competitor's slow site outperforms me. On Six9ja.com, I did amazing work by getting my target score which is 100 (fast metric score) on Google Pagespeed Insights. Coming to my Google search console tool, they have shown that some of my pages have average scores, while some have slow scores. Google search console tool proves me wrong that none of my pages are fast. Then where did the fast metrics went? Could it be because I added three Adsense Javascript code to all my blog posts? If so, that means that Adsense code is slowing website speed performance despite having an async tag. I tested my blog post speed and I understand that my page speed reduced by 48 due to the 3 Adsense javascript codes added to it. I got 62 (Average metric score). Now, my site speed is=100, then my page speed=62 Does this mean that Google considers page speed rather than site speed as a ranking factor? Why would Google rank a highly irrelevant page in the top 15 especially for a seemingly important keyword?
While searching for "Blog writing service reviews", I found that a web page that's not even optimized for the query is ranking within top 15 search results. Upon checking the source code, I found that the webpage has been optimized for product reviews services. Plus, the website is only 11 months old, got 7 digit Alexa rank and has PR 1. Why would Google rank such a page in top 15?

Title in google organic display
The title (top link) in my organic result in google search has my page title then a dash and another keyword. This keyword is not related to the search result. It may discourage clicks. Where does google get that and how can i change it? For example: Page Title - unrelated keyword

Different serps
Hi, I seem to be making progress in recovering from penguin/panda. (maybe) However I get vastly different results if I search google in different ways for example if I specify the geographic location as US (I am in the UK) for prom hairstyles ie http://www.google.com/search?q=prom+hairstyles&gl=us (which I believe gives the SERPs for the US or at least it used to) my site (prom-hairstyles.org) comes in at number two or sometimes on the second page. But if I just search google.com it comes in at 450 or so. My question is do you get the same and why such a big difference? Thanks, Ian

Penalized by google. How to find out?
Our webpage performs very bad on some keywords relating to one product. At the SeoMoz-ranking page i can se we are number 9 but we have the highest (higher than our competitors) rating in almost every category (at least 25 of 30) on the keyword difficulty report. How do i find out why this is so, or if we have been penalized by google?On other search-engines (yahoo, bing etc) we are number one! And we have the highest pagerank among the competitors...
