Government Sites Cluttering Results?

Hi Guys,
Have you ever come across government sites that are cluttering up SERP's that you're trying to rank for?
For a new site that I'm working on one of the keyword terms is "driving test cancellations" and is in the UK. 3 of the top 4 results are government related sites which have verry little (if not nothing) to do with the keywords.
Whilst these government sites are (very) loosley related to the keyword terms, and understandably have high pa/da, what would be the best way to try and rrank higher than these sites.
I'm in the process of building links and social profiles - I'm really just wondering if there's something I'm missing that is an "easy fix" for jumping ahead of these sites - or getting them removed due to their lack of relevence.

Thanks for the suggestion. It will not be possible for me or any of my competitors to get links from government sites directly. They like to pretend our websites don't exist because they think it is better for them that way
Even if they did like our sites, the government sites in the UK seem to only ever want to link to other government sites. They can't be seen to be endorsing 3rd party products or services.
It is safe to assume that I am working on a quality link building strategy and the on page optimisation etc. is being carried out correctly.
the 3 sites i am referring to are:

As you can see none of these pages have the term "driving test cancellation" on them and looking at the backlink profile, they don't have any links with the term"driving test cancellation" in the anchor text (see opensiteexplorer).
Do you think there is a chance that Google is "placing" these results there for some other reason. If so, what could it be?

I guess it depends on the nature or intent of your website.
My top suggestion would be to try to get links from those government websites for your primary keywords. I guess I need to do the ABC 123 assumptions that you have relevant keyword permutations in your content title tags etc..
Include your priority terms with your information architecture and get a few highly relevant websites to link to you with those targeted terms.

Why has my authority article gone from P1 to below the top 50? Along with the rest of my site...
My site has run into some serious and unexplained SEO issues over the last 6 months, i.e: I wrote the content at http://www.flatroofs.co.uk/flat-roof-insulation/ about 3-4 years ago, and ever since it's competed for position with the huge PLC websites and hovered around the top 3 spots in google.co.uk. However, since May this year things have declined rapidly and now isn't even in the top 50 for [flat roof insulation]! Why?? I am aware that this content has been pretty heavily plagiarised since day 1, with some other sites making the effort the 'rehash' my wording and others just blatantly copying. At the same time it's also been relatively well linked to (for a very boring subject) since day 1. Over the same period (since May) the site has suffered a huge decline in traffic and rankings, as can be seen here http://www.flatroofs.co.uk/wp-content/uploads/2013/11/Capture.png, but I find the huge drop harder to justify for a relevant article than for the homepage/site in general. What strikes me about the above is the two step changes in traffic volume; one in early June and the other in late October. I am vaguely aware of the penguin update etc, but it seems to me like I've been manually banished somehow? Thanks in advance for any advice!

Predicting Time For Results
Hi Mozzers. My company uses an SEO agency. They are building links from relevant sites but, since hiring them around 9 months ago our SERPs for our important search terms have remained pretty static (dropping slightly). I'm in charge of my company's marketing budget so need to make decisions about ROI when determining where best to invest my resources. It seems to me that it ought to be possible to predict (with a fair degree of accuracy) how long it's likely to take us to move up the SERPs based upon an analysis of our website, link profile and how it's changing over time vs those of our competitors. Unfortunately my SEO agency keeps dodging this question. Am I being unreasonable in expecting this? Is what I've described above even possible? If it is possible what are the factors you would consider when trying to make such a prediction? Thanks for your help David

Search shows site links, but not hyperlinked?
2 of our competitors on Google have site links show in their results which brings you to that specific page. In our listing we show up with the same results a few spots behind them with our site links visible showing very similar content, but are not actually hyper linked. Is there a way to fix the issue and let people actually be able to click on our site links instead of just reading them?
