Can we submit our website irrelevant directories and resources?

Hey,
Can you tell me if it is a good practice to submit our website to a "quality" but an irrelevant web directory? For example, i run article writing service, so it is good to submit my website to a directory that's not about article writing services?

Rand talked about spammy links the other day. His thoughts were that Google probably doesn't penalize them per say, or you could easily link bomb your competitor. Rather they just ignore them, so they are really not worth your time.
Your efforts are better spend making wicked content and syndicating it through a combined communication and marketing strategy, that will generate a much higher ROI

Why would a quality web directory (say, fishing tour directories), one that is human edited, approve a listing about an article writing service?
The honest answer is to say dont waste time on directories that arent relevant to your niche. Spend your time (and money) on directories that are in your niche (or in the general business theme).

Connecting Two Websites Without Upsetting Google
I have a question that I think I know the answer to, but want to cover my bases. We have a successful blog and are creating a second similar blog for a more specific type of reader. We want to backlink between content because it makes sense for the reader. Our fear is that we may come off spammy to Google by having so many backlinks. My website Moz Page Authority
My website is Best Comedy Tickets. The current homepage has a Page Authority is 41, mR : 4:53 and Domain Authority is 31. However all my sub pages are basically non existent. All the other pages on the site are a Page Authority of 1, mR : 0.00. Why is this and how do I increase this ? Are there any tips or tricks to increase subpages ? I appreciate all the feed back and am grateful for any tips or helpful advice.

Links from Directory Websites with NoFollow Tag
In reviewing our root domain links, I noticed that many of the directories (like Yellow Pages, Insider Pages, Merchant Circle, etc) that there are no follow codes included in the link to our website. Is this a common practice for these directories? Also, I wanted to confirm that this would not help in our link building strategies with any relevant "link juice." Below is a copy and pasted (with some extra characters that shouldn't have copy and pasted), but the key note here is the no follow tag that was included in this link to our site. Which directories to use?
I've recently has a conversation with a colleague regarding which directories to use when link building. In her opinion we should use only the ones that are relevant and nothing else. For example if you're working on a travel website, you should only submit either to travel directories or local directories (based on the business location). In my opinion yes we should submit to these directories but then you'll reach a limit and then you need to submit to general directories that have the "travel" category, even if the business is in NY and the directory is in India, as long as it is a good directory and has the relevant category. What is your opinion about this?

Can someone give me criteria with which to judge the quality of submission directories.
The general advice is the SEOmoz community is not to bother with low quality submission directories. Makes sense to me as there existence seems solely to manipulate search rankings, which google doesn't like. So what are some clear and actionable criteria to distinguish between a directory worth spending time on and one that is not worth spending time on?
