Is using frameset to usurp PR from an old domain okay?

I have a competitor who leapfrogged in Google SERPs after they purchased a domain that was let let go by a related authoritative organization and used it to redirect traffic from it to their website using frameset code. Is this a legit practice? Is this blackhat SEO? Here's the entirety of the code from the retired domain:

the rank for the old domain is not transfered to the new domain using frames.
calling and old page may cause it to be loaded in a frame located on the new domain, but a 301 will do this and transfer the link juice also. So the 301 wins hands down every time.

I'm convinced my competitor used this tactic for the sake of usurping PR and it worked. The domain they purchased was previously used for an "official / government" type of entity that had domains (.edu types) with PR ratings of 7 linking to it -- the result is the site that's being redirected to wound up with a PR6 and jumped up the SERPs.
I sent several spam reports to Google, and it seems to have resulted in the old domain name being demoted in the SERPs for the relative keywords, however the site that benefited stayed in its place on the SERPs (#2) for the primary keyword which was applicable to both. Interestingly enough, I just now looked and their PR dropped to 5 from 6.
Seems to me the site that was enjoying the boost should have been demoted as well.
Bottom line is I can't see me trying to do the same thing albeit I have a few other domains that I purchased that had relevant traffic coming to them and I did a legit 301 to my domain for the sake of the referrals and not for a bump in the SERPs or PR.
So now the question is: Is it considered good practice to buy an abandoned domain that has relevant / related traffic coming into it and redirect that traffic to my website using standard 301 redirect code?

I cant see this working, better to point links to your site from the compeditors site.
You can 301 redirect, but i believe that it would not work well, as SE's can see that the sites are different. and why would they let you have the links of anouther site.
if you coped the content from the old site to the new then diod a 301, it would like you were swapping domains or merging sites and that would be ok, but simply trying to pass the credirt fromone web site to anouther web site i dont think they will like.

Translated Content on Country Domains
Hi, We have blogs set up in each of our markets, for example http://blog.telefleurs.fr, http://blog.euroflorist.nl and http://blog.euroflorist.be/nl. Each blog is localized correctly so FR has fr-FR, NL has nl-NL and BE has nl-BE and fr-BE. All our content is created or translated by our Content Managers. The question is - is it safe for us to use a piece of content on Telefleurs.fr and the French translated Euroflorist.be/fr, or Dutch content on Euroflorist.nl and Euroflorist.be/nl? We want to avoid canonicalising as neither site will take preference. Is there a solution I've missed until now? Thanks,

Domain.com/old-url to domain.com/new-url
HI, I have to change old url`s to new one, for the same domain and all landing pages will be the same: domain.com/old-url I have to change to: domain.com/new-url All together more than 70.000 url. 301 many smaller domains to a new, large domain
Hi all, I have a question regarding permanently redirecting many small websites into one, large new one. During the past 9 years I have created many small websites, all focusing on hotel reservations in one specific city. This has served me beautifully in the past, but I have come to the conclusion that it is no longer a sustainable model and therefore I am in the process of creating one large, worldwide hotel reservations website. To not loose any benefit of my hard work the past 9 years, I want to permanently redirect the smaller websites to the correct section of my new website. I know that if it is only a few websites, that this strategy is perfectly acceptable, but since I am talking about 50 to 100 websites, I am not so sure and would like to have your input. Here is what I would like to do: (the domain names are not mine, just an example) Old website: londonhotels.com 301 to newdomain.com/london/ Old website: berlinhotels.com 301 to newdomain.com/berlin/ Old website: amsterdamhotels.com 301 to newdomain.com/amsterdam/ Etc., etc. My plan is to do this for 50 to 100 websites and would like to have your thoughts on if this is an acceptable strategy or not. Just to be clear, I am talking about redirecting only my websites that are in good standing, i.e. none of the websites I am thinking about 301'ing have been penalized. Should I Roll Back Domain Change?
A couple years ago I changed domain names and switched platforms for my site. The traffic dropped dramatically (80-90%). I've tried to get inbound links changed, clean up on-page stuff, but nothing is making a big change. I think most of the problem is loss of link juice with the 301 redirects from the old domain to the new one. Would I be risking bigger losses by switching back to the old domain name?

Do I need to use canonicals if I will be using 301's?
I just took a job about three months and one of the first things I wanted to do was restructure the site. The current structure is solution based but I am moving it toward a product focus. The problem I'm having is the CMS I'm using isn't the greatest (and yes I've brought this up to my CMS provider). It creates multiple URL's for the same page. For example, these two urls are the same page: (note: these aren't the actual urls, I just made them up for demonstration purposes) http://www.website.com/home/meet-us/team-leaders/boss-man/

Changing domain extension to detoxify a domain
Hi there, A linkbuilding company that has been building links for us has not gained any sustained results. They have advised that our domain may be toxic, and that we should consider permanent redirecting from .co.uk to another domain extension in order to remedy this. Is this a recommendation worth considering?
