Do anchor links pointing to bottom/top of page count as link?

I has over 300 links, but I don't see that many links. Is it the "#15" and the top/bottom of page anchors that count?
Is this harmful in terms of link juice?

Often times folks overlook the drop down links in the navigation. These count as links and are important not to ignore as it's easy to go overboard on these. On your site I counted over 100.
But to answer your question... If I understand correctly, does SEOmoz count links pointing to on-page anchors as links? I believe the answer is yes. In most cases, there are few enough anchors it doesn't present an issue. But in your case it might inflate your count and make it seem like there are more out-pointing links than there are.
The big question is, does this influence how Google or other search engines treat the issue. I'm not sure anyone knows the answer to that. I suspect Google is more than sophisticated enough to note the anchor (they use these when generating sitelinks in SERPs, determining semantic relationships and other reasons) but don't count it against your crawl allowance.
So, to summarize, if it's only on-page anchors causing you to have an inflated link count, then you probably don't have much to worry about. But if you have other, real links causing this, you may want to trim down your top-heavy navigation links.

Agree with Josh, link juice is can say "Page benefit" but from "natural SEO" perspective such a links look more natural and they are deeper than page-link.
I think it can create a good natural link structure.
On the other hand is nice when we care about users. E.g. if you put a link with specific answer in article which is solved on FAQ page with 300 labeled links it is really helpful to put a direct address to answer than to the FAQ page. It increases page usability.

I may be wrong about this, and would be happy for someone to correct me.. But..
The sharing of link juice is only to another page, and therefore a "#" anchor is not going anywhere and can't give the link juice anywhere.
Mind you, that page also has a lot of links for "Ladbrokes" and "Bet365" amongst lots of others. That's where the 300 comes from too.

Was wondering what's better for SEO. We have a platform where consumers can read and write reviews. But the question is: is it better to give one page per company with all the reviews on it? Home Page Keywords not Ranking and Assigned to Inside Pages
Hi, thank you for taking the time to read this. We have a few websites with the same problem. I will use http://www.prepared-meals.com as an example: The home page was ranking on page one for keyword "Prepared Meals". The site is about 6 months old. We use the Moz page optimizer on all pages of our websites to score an A rating. Recently we found the home page is no longer showing up in search results and the keyword "prepared meals" now points to an inside page that is not relevant: http://www.prepared-meals.com/Senior-Meals/Moms-Meals-Reviews.html this page shows up for Prepared Meals around page 15 in Google results. We have read keywords in the URL might be the issue, even though the page optimizer in MOZ says to do that. We are wondering if this is the issue or there is some other problem we are not aware of. Redirect both / and non-/ URLs?
I am doing SEO on WP site. Due to some duplicate pages (rel canonical was done before) I am doing 301 redirects at the moment. And I wonder if I need to redirect both links w/ and w/o trailing slash. Default is non www, w/o trailing slash. Like there is .com/category/news but there is same page linked in .com/news (well it works when permalink structure is set to /%category%/%postname% and returns 404 error when structure is set to /%postname%).

I redirected .lt/naujienos to .lt/category/naujienos. Should I also redirect .lt/naujienos/ (with trailing slash)? There's absolutely no problem redirecting this, but there are some more pages which I want to edit their URLs and I wonder If I should do both redirects from links /w and w/o slash?1 -
Header Links vs. In Page Links
We have lost considerable rank for some of our top search terms (department names) and the rank loss correlates to a change we made on our homepage. That change was to remove a secondary navigation to the major departments in the content of our homepage. Now all we have is the global header navigation on the homepage (and all other pages on the site). I have read that in-page links pass more value than sitewide header links and I'm wondering if this is really true. These were text links (not linked images) and our header also contains text links (and some javascript). We did not make any other changes on our site at this time and this was not around the time of any major algorithm updates. The site is www.ebags.com.

How are your "Service Area" pages handling Penguin/Panda?
We just got a new client because of recent Penguin/Panda changes. A national "SEO" firm decided it was a good idea to set up a page for each service town or county they serve with nothing but duplicate content. Needless to say, on the week of the 23rd, their rankings tanked from 1st page (it's not a competitive niche) to 4th. I'm not bringing this up to brag, but rather because it got me thinking... How are your geographically targeted "service area" pages doing? Have the recent changes caused you to rethink your geographic targeting in any way?

Too many On-Page Links warning + Javascript Menu
We do have javascript menus on each page. These are used by a visitor to contact a specific office in a specif city. Could this be where all these links are being counted? I don't see them elsewhere? What about links that are in the footer? They actually link to the same pages as the menus, but are just straight links.

Should I use a Page Name variable after the ? for a dynamic web page
I'm converting for static to dynamic web pages. It appears that the page name is used for page ranking in the search engines. Will adding a Page Name variable help to increase our SEO. For example aspecialgift.com/subcat.php?PageName=GiftPage&ProductID=ABCDE. Does the page name variable make a difference?
