Are links to on-page content crawled / have any effect on page rank?

Lets say I have a really long article that begins with links to <a name="something">anchors on the same page.</a>
<a name="something"></a>
<a name="something">E.g.,</a> Chapter 1, Chapter 2, etc, allowing the user to scroll down to different content.
There are also other links on this page that link to other pages.
A few questions:
Googlebot arrives on the page. Does it crawl links that point to anchors on the same page?
When link juice is divided among all the links on the page, do these links count and page rank is then lost?

Google wouldn't waste budget. It just means they will have to consider crawling more internal links for a page.

Google does recognize these anchors, see this blog post from the Google blog detailing a search snippet for in-page anchors, you may have seen them in the SERPs before:

In reply to your second question, yes, they will be counted.

So the website I am working for asks for a location before displaying the product pages. There are two cities with multiple warehouses. Based on the users' location, the product pages available in the warehouse serving only in that area are shown. If the user skips location, default warehouse-related product pages are shown. The APIs are all location-based.

How do we avoid duplicate/thin content on +150,000 product pages?
Hey guys! We got a rather large product range (books) on our eCommerce site (+150,000 titles). We get book descriptions as meta data from our publishers, which we display on the product pages. This obviously is not unique, as many other sites display the same piece of description of the book. It is important for us to rank on those book titles, so my question to You is: How would you go about it? I mean, it seems like a rather unrealistic task to paraphrase +150,000 (and growing) book descriptions. As I see it, there are these options: 1. Don't display the descriptions on the product pages (however then those pages will get even thinner!)

2. Display the (duplicate) descriptions, but put no-index on those product pages in order not to punish the rest of the site (not really an option, though).
3. Hire student workers to produce unique product descriptions for all 150,000 products (seems like a huge and expensive task) But how would You solve such a challenge?

Homepage not ranking for main keyword, all other pages ranking slightly for their own keyword phrases.
Dear Mozzers, We have an ecommerce website (www.pashmina-boutique.com), we want to rank the homepage for the keyword "pashmina". Problem is, we are nowhere to be found, not even in the top 100 search results of Google. It is indexed, we have no crawl errors, except that we had some problems with our hosting (503's), the crawler of Google bumped in a few of those. And we are fixing it. Our other pages, e.g. (http://www.pashmina-boutique.com/15-white-pashminas) ranks for "white pashminas" 24th and "white cashmere pashminas" 23rd. We have done no linkbuilding, in Majestic, you can check that. We have been offline for a long time (over 6 months) and about 3 weeks ago, we did a redesign (SEO). We relaunched, everything is looking fine except the homepage isn't ranking for the main keyword. Could you guys check it out? Is it over-optimization? It can't be Penguin, Panda would be a surprise too. Or do we still have to wait for the monthly Panda data-refresh? We are currently busy with this issue, once this is solved - that the homepage is ranking - we will start linkbuilding. Mr.1000

If linking to contextual sites is beneficial for SE rankings, what impact does the re=“nofollow” attribute have when applied to these outbound contextual links?
Communities, opinion-formers, even Google representatives, seem to offer a consensus that linking to quality, relevant sites is good practice and therefore beneficial for SEO. Does this still apply when the outbound links are "nofollow"? Is there any good research on this out there?

Ranking slipped to page 6 from page 1 over the weekend?
My site has been on page one for 2 phrases consistently from May onwards this year. The site has fewer than 100 backlinks and the link profile looks fairly even. On Friday we were on page 1, we even had a position 1, however now we are on page 6. Do you think this is Penguin or some strange Google blip? We have no webmaster tools messages at all. Thanks for any help!

Product Page rankings - How to boost?
Hi folks I am responsible for an e-commerce website. Our website is doing very well but I believe that our product pages should be ranking more highly than they currently are. When taking over my current role, it became clear that a number of changes would need to be made to try and boost the under performing product pages. Amongst other things I therefore implemented the following: New Product content - we have placed a massive focus on reworking all product content so that it is unique and offers value to the reader. The new content includes videos, images and text that is all keyword rich but (I hope) not seen as overly spammy. Duplicate content - the CMS was creating multiple versions of the same page - I addressed this by implementing 301 redirects and adding canonical links. This ensures there is now only 1 version of the page Parameters - I instructed Google to not index certain URLs containing specific parameters Internal links - I have tried to improve the number of links to the products from relevant key category pages My question is, although some of the changes have only been in place for a month, what else can I do to ensure that the product pages rank as highly as possible. As an e-commerce website with so many products it is very difficult to link to these product pages directly, so any tips or suggestions would be welcome! How do I fix the error duplicate page content and duplicate page title?
On my site www.millsheating.co.uk I have the error message as per the question title. We are changing ?page= dynamic url's to /page/ static urls. Will this hurt the progress we have made with the pages using dynamic addresses?
