Why doesn't Google find different domains - same content?

I have been slowly working to remove near duplicate content from my own website for different locals.
Google seems to be doing noting to combat the duplicate content of one of my competitors showing up all over southern California.
For Example:

The competitor is getting high page 1 listing for massively duplicated content across web domains.
Will Google find this black hat workmanship? Meanwhile, he's sucking up my business.
Do the results of the competitor's success also speak to the possibility that Google does in fact rank based on the name of the url - something that gets debated all the time?

As EGOL says, it isn't black hat.
It may be duplicate
If you think google cares about duplicate content on different domains, find an Associated Press story, then search for that headline.
You will find it on 100 sites. If google cared about duplicate content on multiple sites, none of those would show up in the serps.
However, and there is always a however... if they don't like your site for some other reason, they may bury your site in the results if you have duplicate content that appears on other sites.

I don't think that this is "blackhat". It is simply duplicate content that has a low chance of being filtered because it is on different domains which do not compete for identical keywords. Also, different phone numbers are used.
If you think that this method is highly effective you can do it too.
But, if you do it, you will still face the challenge of getting those sites to the top of the SERPs where there is a little competition. And, you will have some duplicate content risk.
If you have all of your different communities on the same domain you have an advantage on this company because you only have one domain to promote and any links that you get into that domain will benefit each of those communities all on one site.
Honestly, it sounds like your root problem is that you are unhappy that you must write unique content for each community. Maybe you should hire someone to do it for you? Or, if you are a real expert, why not write it yourself and give lots of useful information that might impress your potential clients and attract links? If you really want to smoke those guys maybe that's what you should do?
Just saying... if you do that you will still need offsite SEO to beat these guys. IMO they did some work to get these positions and you will have to match/defeat them.

And, you are correct, Google currently seems to give a little bonus for keyword domains. It's not that great of an advantage. If you think that it is effective you can go out an buy a bunch of them and do the same thing as this guy is doing.

If I was in your shoes I would be busy writing my content and looking for potential links in each community where you want to compete. You have the more effective strategy IMO, but you have not earned your SERPs yet.

Technical : Duplicate content and domain name change
Hi guys, So, this is a tricky one. My server team just made quite a big mistake :We are a big We are a big magento ecommerce website, selling well, with about 6000 products. And we are about to change our domaine name for administrative reasons. Let's call the current site : current.com and the future one : future.com Right, here is the issue Connecting to the search console, I saw future.com sending 11.000 links to current.com. At the same time DA was hit by 7 points. I realized future.com was uncorrectly redirected and showed a duplicated site or current.com. We corrected this, and future.com now shows a landing page until we make the domain name change. I was wondering what is the best way to avoid the penalty now and what can be the consequences when changing domain name. Should I set an alias on search console or something ? Thanks

OSE report doesn't quite reflect the fact for me?
Hope someone could get me some insight if possible. We operate SEO purely on whitehat and for a popular keyword that we have worked hard for years now we ranks 10th. I have compared us with a few competitors who rank better (ranked 1st and 3rd) on OSE and found things confusing. In the following matrix we are way ahead of them in: Domain Authority

-links from article sites
-link from sites that are in totally different industries where we only have very a few or no from above I am thinking if the matrix figures from OSE dont count then what else I should be looking at. Any advice? please forgive me if I chose the wrong support question type.0 -
Manage two domains with Webmaster tools
Dear all, I want to create an additional domain in order to: Rank better for a very specific keyword with an exact match domain (I already ask about that, but I did not have my ideas clear at the time); Offer to the user usefull infomation about the topic, without duplicating the content I have in my main domain, just additional and very specific information; Use this domain as landing page, offering a tutorial on "how to" use a specific section of my main domain, including a video tutorial; Link to the related section of my main domain. So, the main idea is, if an user type in google "this specific keyword of ours", they will have in the results "thisspecifickeywordofus.es", they will click and go to the site, where they will find unique and specific information, complementing what I have in my mainsite, and showing how to use my site, so trying to use it for conversion. I want to do only white hat SEO, so first at all, I would like to ask you if you think it is a good idea. The keyword is difficult to rank for, and if I can take advantage of this exact match domain (even if it is nowdays no more so big an advantage), would be great. Google Sitemaps & punishment for bad URLS?
Hoping y'all have some input here. This is along story, but I'll boil it down: Site X bought the url of Site Y. 301 redirects were added to direct traffic (and help transfer linkjuice) from urls in Site X to relevant urls in Site Y, but 2 days before a "change of address" notice was submitted in Google Webmaster Tools, an auto-generating sitemap somehow applied urls from Site Y to the sitemap of Site X, so essentially the sitemap contained urls that were not the url of Site X. Is there any documentation out there that Google would punish Site X for having essentially unrelated urls in its sitemap by downgrading organic search rankings because it may view that mistake as black hat (or otherwise evil) tactics? I suspect this because the site continues to rank well organically in Yahoo & Bing, yet is nonexistent on Google suddenly. Thoughts?

Purchasing an EXPIRING domain with quality related links
I'm about to purchase a domain that has highly trusted links pointed to it. I would like to 301 redirect that domain to point to a brand new domain in the same niche. Some of the links that the expiring domain would take me a long time to obtain so I am thinking to use this method to my advantage. I know that this is not really a legitimate way to go to build backlinks, but surely this is going to give me good serp improvement which is my main concern at the moment. I am going to test this method to see if it benefits me in anyway but I would like some opinions to this please.

How google treats RSS fetcher?
All I want to know how google treats RSS fetcher. I want to push my blogs to my own website. Both are there on the same domain . Can't figure out how my competitor has so many links
I suspect something possibly black-hat is going on with the amount of inbound links for www.pacificlifestylehomes.com ( http://www.opensiteexplorer.org/links?site=www.pacificlifestylehomes.com ) mainly because they have such a large volume of links (for my industry) with their exact targeted keyword. Can anyone help clear this up for me?
