What should I cover in a SEO proposal? Is there any sample SEO Proposal template in SEOMoz?
-
Check out Quote Roller’s SEO proposal template here http://www.quoteroller.com/proposal-templates/seo-proposal-template/
And I suggest you to give Quote Roller (www.quoteroller.com) a try – it has 14 day free trial and actually is really nice tool for sending and tracking business proposals

I think I'll be using this soon: http://www.bidsketch.com/

As Francisco says, Danny Dover's book is a great resource. However, even though it contains two detailed example SEO audit reports, it doesn't contain an example SEO proposal. Neil Patel has a useful Feb 2013 post about what to put in a great SEO proposal here:

There must be a tool which could provide an overall layout and structure for the SEO proposal. Seomoz doesn't have one. It is there in Raven. Do let me know if found anything. Thanks

I think is worth it to develop the proposal in a custom manner for each client based on his needs, KPIs, current status and so on.
We usually touch the bellow point in each proposal:
-
general status of the domain and general guidelines on what can be improved
-
on page optimisation improvments (from url structure, code, ux, nine relining, meta tags and content
-
link profile analysis, improvement channels
-
social media in correlation with SEO.
depending on the client and status of the proposal (initial, strategy etc) you can get into details with all or some of the points.
Hope it helps.

Buy this book. It covers what you are looking for. This book was written by Danny Dover, the former Lead SEO for SEOMOZ.

Is tabbed content bad for SEO?
I work for a Theater show listings and ticketing website. In our show listings pages (e.g. http://www.theatermania.com/broadway/this-is-our-youth_302998/) we split our content into separate tabs (overview, pricing and show dates, cast, and video). Are we shooting ourselves in the foot by separating the content? Are we better served with keeping it all in a single page? Thanks so much!

Are backlinks the most important factor in SEO?
I have had an agency state that "Backlinks are the most important factor in SEO". That is how they are justifying their strategy of approaching bloggers. I believe there are a lot more factors than that including Target Market definition, Keyword identification an build content based on these factors. What's everyone's thoughts?

How does badly formatted HTML affect SEO?
Our website uses a custom built CMS, but uses a fairly standard WYSIWYG text editor. I've looked at some of the code it produces, and it's not pretty. My gut feeling tells me that this extra bloat is bad for SEO. Am I right in thinking that Google doesn't look kindly upon badly formatted and bloated HTML? Thanks,
