Would you move the site to a different host or change packages at a significant expense in order to eliminate the meta refresh

When I began working with a site (http://www.visix.com) , I discovered a number of hosting constraints that hampered some SEO related changes I wanted to make.
A year later, the site was teetering on the 1st page for a particular keyword of choice and when the Panda & Penguin updates happened, the site got passed by 3M & Amazon, both much bigger sites. (was #11, now #13)
Now I'm thinking I should try and use the homepage to rank for keyword "digital signage software", where originally I was making progress with an inner page.
Now I am revisting the homepage meta refresh and need to decide if it is enough of an issue to warrant a hosting change.
http://www.visix.com has a meta-refresh "0" seconds to http://www.visix.com/index.aspx
I know sites can rank well with these, although I don't know the level of handicap that it has. In an article here, http://www.seomoz.org/learn-seo/redirection there is a statement saying that a meta-refresh will not pass as much link juice as a 301 redirect. I have read about every opinion I can find, and would appreciate other's opinions on the matter.
The host is Network Solutions and the hosting package does not allow 301 redirects, among other things.
Would you move the site to a different host or change packages at a significant expense in order to eliminate the meta refresh or is it not a big deal on a well established site?

To answer your question:
Why refresh from .com to .com/index.aspx?
That is just one of the major hosting limitations. I was floored by how restricting the hosting package was. There are multiple areas of the site, such as support, a store, and an active forum to name a few, which is the reason for staying thusfar.

I'd tell them they could either give me 301s or change providers. You never know they might give you a free upgrade.
Failing that move providers.
And on an unrelated note why do you refresh from .com to .com/index.aspx? That feels the wrong way around to me. Surely most people are going to link to you on the .com?

Moving to https
Hi all and thanks for taking the time to read my question. We are going to migrate a very small website from http to https, its a roughly 9 page site with 5 of those being product pages. I figured I would have to set a canonical and permanent 301 redirects for each page. But our tech guys suggested just doing a binding to https so any traffic hitting our site with a http url would automatically get redirected to the https version. So if someone land on http://mydomain, it would automatically return https://mydomain Does this sound correct or would we need to do additional tasks even if we go down the binding route?thanks again for looking.

How to fix errors and warnings on a wordpress.com hosted site ?
Hello Mozers, I've 18 4xx errors ,812 duplicate page content and 412 duplicate page titles with about 605 too many links warning and about 4900 notices.. My website is hosted on wordpress.com and I just do not understand how do i fix these errors . To add on, last week the errors were lesser by 150 !! How do I get these issues fixed ? My site has dropped in rankings what can i do to change this

My .htaccess has changed, what do i do to avoid it again...?
Hello Today i notice that our site did not auto changed from without www to with, when i checked the .htaccess file i notice # in-front of each line and i know we did not insert it in there, after i removed it it worked fine. The only changes that we did recently was to a mobile version to the site but the call to autodirect is in a JS and not in the .htaccess, could it be the server..? is there any way that anything else might cause this...? Long Meta Descriptions
I want to create a template for Meta titles, descriptions and keywords on my website for old news and minor pages in order to get some long tail traffic from them. The only template I can think to use for the descriptions takes the first sentence of the news article (which often if above 160 characters). Since these are minor pages, how big of a problem is that? Thanks!

Will training videos available on the "members only" section of a site contribute to the sites ranking?
Hello, I got asked a question recently as to whether training videos on the deeper pages of a website (that you can only access if you are a member and log in) will help with the sites ranking. On the SEOMoz software these deeper pages have been crawled as far as I can tell with errors reported on pages from the "members only" section of the site, leading me to believe the members only pages and their content will contribute to the sites overall ranking profile. I have suggested uploading the informational videos on the main pages of the site for now, making them accessible to all visitors and putting them in a more obvious place to encourage more sharing and views, however I've also said I would check it out with some experts so any information will be greatly appreciated! Moving a site from one server to another
Does moving a site's files from one server to another, with all URL's remaining the same, affect page rank? I am moving a site from one server to another. Everything will stay exactly the same, including URL's, file structure, etc. Will this affect page rank, domain importance, etc?
