If you ran these pages through the SEOmoz PRO Web App, they would be flagged as duplicate content.
I'm not saying this to be harsh, but Google is undoubtedly penalizing you for pages like this. So here's my advice.
- Set up an SEOMoz PRO campaign. If you can't afford it, sign up for the free trial.
- Run your first campaign on your website and fix all the major errors that you find.

- As for link building, follow the advice of John and Keri above

Ok, we are ruling out any spun content.
To get the links back in balance, what would you recommend? Many of the state and city pages offer some information about the locations and cities and as we add more content should be more valuable.
Outside the plan at the top (excluding the spun articles), anything else you would recommend?

As I say this is only my personal opinion, but my advice would be to stay away from article spinning services altogether. You might find some benefit by posting a question about article spinning and see what other members of the community think, but I would never use it for our clients.
And yes, that's essentially what I'm saying : )
As far as the nofollow issue, just start on your link-building plan and you should be able to soon outweigh them - there may be so many nofollow links due to a lot of commenting on blog posts, which are regularly marked with the nofollow attribute.

As others have said, you don't want spun content. Spun articles and high quality do NOT go together. You end up with articles about alcoholism that read "think before you beverage".
Look at some more of the Open Site Explorer metrics than just the home page. When you scroll down to the other two metrics on that page, you'll actually see followed links at 98%, but that counts external and internal links. For the entire domain, OSE sees 51k followed external links, 67k total external links, and over 5 million total links.
OSE is also showing 1,098 linking C blocks for 67,128 links.
Looks like a lot of your links are internal, with pages like this http://www.curadebt.com/settlements/letter147.asp#.T7rB98WuCIw. Tons of pages like this, and I don't think they add too much value to the user.

That sounds like a much better plan of action - one quick thing, although I would recommend chasing competitor links, don't do this exclusively as you'll always essentially be one step behind your competitors, you should also aim to highlight and target links that they_ don't have. _
For me personally I would avoid the two URL's you mentioned and any kind of spun content altogether, it's honestly not worth the effort when there are so many more beneficial link-building activities you could be engaging in. You should be thinking long-term wherever possible rather than short term - do a Google search and look what happened to Build My Rank as a pertinent example, it worked for people in the short term and then resulted in almost complete de-indexation and a poor backlink profile.
As far as the web 2.0 properties goes, there is some minor value to doing this but again there are so much more valuable and beneficial ways to spend your time - in the time it takes you to gain one fairly low power link in that way you could commission an infographic and promote it and gain yourself numerous stronger links. That kind of 'link wheel' link building is something that feels a little outdated to me, and without wishing to be disrespectful (not my style), it seems as though those recommendations may have been made by someone a little out of touch with recent happenings in the industry.

Hi Eric,
Don't use spun articles whatever you do - sure it creates a lot of links with relatively minimal effort but the links aren't worth getting (in fact they're likely to hurt you in the long run). It doesn't matter if it's 'high quality', as you can guarantee the articles submitted by other people won't be, which will bring the domains they're being published on down and make your links more dangerous and worthless than they already are.
Instead of high volume, low authority links, aim for the opposite. It's far better for you to gain high quality links and I would always choose one relevant and high quality link over 100 links from spun articles.
Link-building this way isn't easy, but that's part of what makes it valuable - content based link-building is an excellent way to go; produce high quality onsite content and promote it well and you'll encourage natural links, something I refer to as 'link magnetism'. Infographics are excellent for gaining high quality links (assuming they're well designed and well promoted) and guest blogging on high quality sites can be a great way to build some strong dofollow links.

Local SEO Question: Domain Wide Vs Specific Page
Hey Moz Community, Question about Local SEO authority and how it applies to a domain vs. landing page. Let me elaborate... Company is launching a new local out reach sales channel and merging it with our inbound sales channel under one brand. The plan thus far is to create a targeted landing page for local customers/leads. I have been tasked with creating the written content and making sure we are optimized as much as possible for this landing page to show up for our city. Funny enough for a lot of relevant terms we are already in the top 10 with little optimization (Also due to low competition for most of these terms) Two questions: 1. Should the whole site be optimized for local - appropriate schema markup, G+ business local set up, contact page with correct address formatting, building citations/local links etc.? To accompany our targeted page? 2. Will taking a local first initiative hurt reaching our non-local target market? If so will a very targeted landing page for local customers do the trick minus rest of local optimizations ? I guess what the question really boils down to is will optimizing for local hurt our broader inbound search reach/ranks in the long run? I want to be sure we are competitive to our broader audience and local audience on the same site with trying to get into sub-domains or considering re branding what is essentially the same department but for local purposes. Responses and sharing previous experience would be greatly appreciated 🙂

CDN image links passing SEO benefit?
We used a CDN to host all of the images on our site, and the paths are such:

Best Way to Replace Lost Links
We found a particular client that was using a 3rd party backlinker to build links (they were outsourced). The backlinks appeared to be low quality, just basic text and no substantial content surrounding it, usually like a forum profile. The backlinker was swapped out. However, we've been suffering from a big loss of links. We anticipated that quite a few of the links the previous crew were managing would be lost, however, we've lost over 1500. Some of that is due to the former SEO company using sitesays.com as part of their strategy. That site has since removed all listings/links because they were hit by recent algorithm changes. Every week GWT has fewer and fewer links coming from that site. We expect this to continue until GWT has removed all links from that site. We are also losing ground (quickly) on local rankings too. We believe this is due to the high number of links lost. What is best practice when building links to counter this issue? Is there anything that can be done to stem the link purge and, if possible, gain ground on rankings again?

Link building to Google+ profile: any local SEO value?
Has anyone found value in building links to Google+ profile for local seo rankings? My gut tells me that it will, but I am not 100% sure. If it does, then does that mean that all the traditional SEO factors that would go into ranking a site organically also work for ranking locally for certain keywords? So far, I have found that the best thing for moving up rankings is reviews on Google+, but then does that make local SEO (from a high view point) just a race for high reviews and building the most citation? I am feeling like the differentiator for local SEO is UN-structured citations and links to Google+ profiles. Any thoughts? See you at MozCon!

What is the best way to embed a link back to our site in our video embed codes?
Our site has over 100 great videos. We are currently streaming them all from our YouTube channel. I noticed SEOMoz is using http://www.wistia.com and that when I copy and paste a video from SEOMoz that code has a link back to the SEOMoz site in it, which of course is awesome for SEO. My question has several parts: Is this possible to do with an embed code from YouTube? Specifically directed towards SEOMoz: Which of the 3 types of player did you choose, HTML5, Flash or javascript? Why? Is Wistia just creating a video feed, or are they actually hosting your video content too? Our goal is two-fold: 1. We want people who embed our videos to be also embeddding a link back to our site and 2. We want our videos to be found in SERPs and have those direct people to our site instead of our YouTUbe channel. I'd welcome any comments regarding video SEO in this thread. Thanks!

Will linking to my citation sources help google recognize them / credit my places account?
Or will those sources be discounted by google then similar to how google discounts link exchanges? I have noticed some pages, like mapquest, don't really have a directory, so google might not be aware of their content unless it is linked too??? In this type of a case, would it help to link to mapquest's search results? then the citation will get picked up by google? Example: http://www.mapquest.com/?hk=6-i30tP49i
