My client's first press release...what to do?

My client is in the clothing, apparel tshirt industry geared toward a specific music icon.
They have a few competitors, my spider senses tell me I will be able to get them great SERP standing, and place them in a very competitive position. Their company has been around for a while but has never written a press release. I had them craft a PR on the subject of cotton prices and how it has affected their business.
A local paper will pick this up no prob.
Where is the best place to go? It is not like it is breaking news, I dont want duplicate content, and I need an experts advice.

Backlinks From Press Releases - Should I Disavow Them?
About 2 months ago, I published a press release through PRWEB with a link back to my website of course. Now it must have been one of those morning where the coffee wasn't strong enough as my website already has a Penguin penalty I'm trying to get lifted. The intent wasn't to spam the web but rather to gain some traction in the business hosting world. Like I've said, the coffee must've been too weak that morning as it didn't even cross my mind to see if I could "nofollow" the links in the press release. I just hit the submit button... As I'm in the process of submitting a disavow links request to Google, I'm wondering if I should include the URLs to copies of those press releases? I mean, there's no way I can find all those links as it was submitted not long ago. Google and link tools will keep discovering other copies of the PR for months to come probably.

I'm hiring a link building company - need help choosing
I asked this question before and got mixed feedback. Companies vs. Freelancers. Well I have a couple questions here. At a certain point it is definitely worth going in house, but what about the knowledge that we could gain from working with a big agency? Does that really add any value? Can I hire a freelancer and trust him as much as a big agency? or vice versa? Can I hire an agency and trust them as much as a freelancer? I have also been advised to make sure they offer competitive / site analysis as a first step, AND inform you of exactly how many links they plan to build per month, how much time they will dedicate to you and your account, expect turn around times, and light strategy details that they would likely use. Duplicate Free Press Release Submission
I know that free press release sites don't always do the best job at getting ones relates out there, but I had a thought. What if I were to submit the same release to say, ten free press release sites? Would that it at least give me ten backlinks from those sites alone? They'd be good backlinks since I'll be able to have the desired anchor text. Is that just another version of article spinning, or is it a good strategy for getting the release out there as much as possible? I'd value any of your opinions.

How does Google interpret articles or prepositions in languages where it's attached to the (key)word?
Hi, All! This is for any foreign language SEOs where articles or prepostitions such as "the" "to" "in" or anything else are actually part of the word they are modifying and not a separate word, as in English: How does Google understand those words on-page and in anchor text? If you want to optimize for the word "house", and your content/anchor text says "the house" or "in the house" (again, all one word) - what does Google count that as? Does it count toward "house"? Does it count toward "in the house" only? Does it count toward "house" but not as much as if you had just put "house"? I end up sometimes writing slightly grammatically-off content because I want to optimize for the keyphrase - but is that necessary? Obviously different languages might be different, but you can probably project a little from one to the others. Thanks in advance!
