Does a hashtag link pass the same amount of link juice as a link without a hashtag?

Folks commonly link with hastags, and I believe they pass as much link juice as any other type of link. Google is pretty good at figuring out they belong to the same page, but the canonical never hurts. (well, it can, but probably not in this situation.)

Links that include named anchors (the #something-inside-page part) behave the same way as URLs with other types of URL parameters (e.g. domain.com?variable=whatever)
So short answer is yes, they'll pass link juice as usual.
BUT these kinds of links are prone to creating duplicate content issues. Search engines will see each as a different URL containing the same content when the links get indexed.. At the very least, make sure you've got rel=canonical implemented on the destination page. That way the SEs will know that the page similarities are intentional and will know to give the link authority to to the real URL without the variables.
Note - this is the same issue we run into when putting links with Google Analytics tracking variables out in the wild (e.g.domain.com/?utm_source=email&utm_medium=display&utm_campaign=whatever) so the same precautions need to be taken.

Is link exchange always bad? What if I want to add a link for other related products on my site which I do not offer, and the other site does the same for me? Will it be better to rather an article for each other product and link to somebody, than have one page with a list of other products to other sites. For example. We do training. Lets say we offer computer training. We search companies that does health and safety training offer to put their course on our site with a link to them, if they do the same.

I'm writing for mayor national newspapers in latin america, been featured a few major sites, and got a whole lot of links directing to muy site. I have a corporate client which has multiple franchises, therefore microsites (www.example.com/cityname) within their corporate website(www.example.com). I am trying to build some links for these microsites that are lot weaker than the corporate web page in terms of PA. We worked hard putting most of these locations into local directories such as Google places and yahoo local, but the ones on yahoo local are all pointing to www.example.com even when you search a specific city when it suppose to be www.example.com/cityname. So first thought is to edit all of the yahoo locals to the microsite webpages for every locations but then I thought that wasn't a good idea since I will split the juice passed to the corporate website www.example.com. The corporate website is really important and wouldn't want to weaken its PA. Can someone tell me what are my options in order to not hurt the corporate website and to improve ranking for these weak microsites? should I still edit those yahoo listings to the microsite website or not? if not what how will I be able to build more links? Thank you!!
