Dirty Link Profile - Suggestions?

Ok, so I was just hired to do SEO for a company and so I did a backlink analysis. As it turns out, they've got a pretty dirty link profile - footer links, white on white links, unrelated links, tiny font links, links from penalized sites, hardly any branded links... you get it.
I was thinking about taking the worst of the worst links, removing them and leaving the rest, just to clean it up a little. I don't want them to get penalized.... but... I don't want their rankings to drop either.
Think I should leave them all and just start building relevant, branded links?

Clean up the whole link profile?

Just clean it up a little?

I have heard multiple reports recently of spammy backlinks hurting a site. Seems Google is more willing to penalize a site for bad linking practices.

To follow up on this, the backlinks were in fact hurting rankings. We removed some paid backlinks and immediately saw large increases in rankings. I hope this helps someone else.
When I asked this question I really did not believe that removing backlinks would improve rankings, but it did.

If the bad links are not currently hurting then I wouldn't worry too much about them hurting them in the future. I would advise the owner of the site of what you have found, explain the risks, and then offer him your advice. Not that you are excusing yourself if you advise them poorly, but knowing the risks upfront makes it easier if something does go wrong later.

I would just leave the old links and start building new, good links.
I would double-check that their site is clean and remove anything poor, though.

If you discount a subscription when the client links to you, does that classify as a paid link?
For example, we all subscribe to MOZ, but if we received a 25% discount on our subscription if we linked back, would that be considered by Google as a paid link, or would it be seen as a sales tool / promotion?

Internal linking on my webpages
When I create internal links on my website should I use the keyword or at least a related keyword ( synonym ) every time... I am asking because on my website it is hard to create links from one sub section to another subsection linking with a anchor text that relates to the other category. For example in the travel industry it is hard to have a page that talks about Florida and on the page find a way to link the keywords, California , NY and Missouri ( other than listing those next to each other ... ) as they do not belong to my content about Florida but are all different states listed in my " states category " If I link the words next to each other in the page Florida, such as "you should also check California, NY, Missouri etc... " does it carry any value doing that or does it need to be surrounded by text that is related ? Or is it better to list it in a menu on the right or left side on my page ? ( which one caries more value ) Or if I have the word beach in my Florida page and link it to California is it better even though the user doesn't know what he or she is going to find by clicking on beach ? Changing links
Hi guys i wanted you views on changing the anchor text of links. I have quality links coming in but with year terms such as 2012 in there, if i want to change them all to 2013 for example would it be badly seen by Google? I cant say i feel comfortable about doing it but they are my links and are related to our products. Any advice much appreciated.

If I write a PR release on a site such as PRweb with anchor-text links that is picked up and published by other news sites, do the engines consider this duplicate content or additional, beneficial links?
I recently wrote a news release on PRweb that was picked up identically by 8 other news websites, with the same anchor-text links as the original. Is the reproduction of duplicate content and links across different websites like this to the benefit or detriment of SEO and ranking power?
