Is this keyword cannibalization?

Hi,
Is using keywords in different orders considered keyword cannibalization?
for example, if I my client has a catering business based in mississauga, Ontario, should I create separate 2nd tier pages on the following keywords?
1. mississauga catering
2. catering mississauga
3. catering in mississauga
Is that keyword cannibalization?
The reason I ask is because it's often hard to find a good # of diverse keywords for local businesses that are also used more than a few times each month in the search engines.

There isn't enough of a difference between those terms to justify creating basically duplicate pages for each of them. If you check the results for all three of those, they are the same with only a few results being switched up, and none of the ranking sites have created multiple landing pages. just make sure the content on the page varies which form of the search term is used as well as varying anchor text in the links you build. In the end you will have a much stronger page.

Common sense says cannibalisation, although G certainly doesnt always obey common sense.
More importantly, how were you planning to create 3 sets of rich, unique content there? I suggest one page and using the keywords in various combinations on the page, then linkbuilding with the exact texts you want rank for as well.
1 page of strong content here will do better than 3 duplicates

How Can I Rank My One Keyword ?
I read many places about never use the same keywords/anchor text this will consider as spam by google, so i want to know if suppose my main keyword is Indian bridal sarees than how can i give rank to that keyword, should i use the same exact keyword but in different format like bridal indian sarees or indian bridal sarees shopping something like that. Should i use LSI keywords in that keywords. Please help Second, I also read some people saying they use 70% primary keywords and 30% LSI or generic words, so that mean if i have 10 articles so in 7 articles i have to give primary keyword and the rest of the 3 will be generic. Keywords for fabrication (welding) company??
I've been tasked with finding the keywords for our website. The difficulty I'm finding is receiving help from the fabrication personal to suggest keywords. I'm not sure if its peoples imagination or if there's a general unwillingness. Can anyone make any suggestions here? How do I make sure my homepage ranks better than my 2nd page when I need the same keywords for both? I don't want them competing against each other for keywords.
I seen here on SeoMoz something about more than one page having the same keywords so they don't compete against each other for the same keywords that makes sense to me. But I would like my main page (homepage) to be ranked better over time rather than the 2nd page or do I just not care about the second page ranking at all and don't SEO the page very well? ,Both pages have similar content so I need the keywords for both. So im very confused on what to do with the second page. Thanks in advance to any helpful answers, i am a newbie when it comes to SEO.

Top Ranking sites for specific keywords
Is there a way to put in a list of targeted keywords and see what the top 5 sites on Google are? There are several competitor tools in SEOmoz but I can't find anything that would allow you to do that. I have a list of 40 or so keywords that I would like to check what sites are in the top 3 positions on Google for each of the keywords. Thanks in advance

I have been analysing some specific seasonal keywords in terms of search volume within the Google keyword tool. When I download the google keyword volume for each term, this is displayed as a monthly average.
