Sending autmated queries to Google hurting SEO?

Anyone have any ideas whether there could be a chance that a site might get penalized if it is sending automated queries to Google (ie, to check rankings)?
I was reading the recently updated Google Webmaster Guidelines and saw on the section - "Quality guidelines - specific guidelines" that mentioned about sending automated queries to Google...
Just wondering what are the chances that Google will actually penalize a site that sends automated queries (if they are able to identify which site is doing so in the first place)..

Don't think automated queries could really affect a site, at least not queries that are checking rankings. Like people have said if that was the case we could tank any competitor website by just spamming ranking queries to Google and getting them penalised.
If maybe there is something in the coding that is pinging Google constantly for other reasons it might have an effect, but I don't really see how that could come about.

Almost all the time your website is a different entity and your computer IP for which you are sending automated rank checking request is something different...
I don’t see any point where Google will penalize or discount your website in SERP results because of sending automated request to Google... i don’t see any relation in between two...
It is advisable not to send automated request to Google but affecting ranking through this makes no sense to me...

Just wondering why is it that Google actually bothers to mention this in their Quality Guidelines when it seems like there isn't anything that they will/can do about it..

_I do not think this will invite a penalty for a website because if this has been the case, we could have tanked a website easily by running rank checker for those websites. _

Continuous drop in Rankings on Google.uk
I have a Website who was ranked top 6 for most competitive keywords on Google.co.uk but suddenly dropped to page 2 after 21st January 2013 and later back to top 10 position and now dropped to pages 2 to 5, for most terms. Local SEO
Im trying to rank well for a local search. im trying to rank for my city plus lawn care. Its not that competitive, because people in this field dont know about seo. Im trying to just rank well for it can someone give me suggestions to do that. Should i create blogs and use the comments to hyperlink to my page. Im doing research on my competition and seeing what backlinks they are using. and off page seo ideas would be great as well We have a great google places page same with yahoo. We are trying to rank for different city's i rank well for the city i live in and my address is in, but i dont rank that well for other cities. Theoretical Canonical Query/Test
This is just a general discussion on your thoughts on this - maybe some tests have been done, but I haven't found any. Suppose I have document X If I put document X on high authority website A - It comes in SE position 1 for Keyword Z If I put document X on low authority website B - It comes in SE position 10 for Keyword Z What happens (if anything) if I put document X on website A and include a canonical tag to point to document X on website B. What SE position would document Z on website B now come for Keyword Z ??
