Fix Bad Links in Google

I have a client who had some grey hat SEO done in the past. Some of their back links aren't from the best neighborhoods.
Google didn't seem to mind until 9/28, when they literally disappeared for all searches except for their domain name. Google still has their site indexed, but it's just not showing up.
There are no messages in Webmaster Tools.
I know Bing has the tool where you can disavow bad links and ask them to discount them. Google doesn't have such a tool, but what is the strategy when you don't have control over the link sources, such as in blog comments?
Could this update have been a delayed Penguin ranking change from the latest Penguin Update on the 18th?

That is an excellent point and I hope it is a Panda update rather than a Penguin. Fixing content on the website will be exponentially easier than trying to track and remove links.
It very much looks like a Penguin penalty, though, and I didn't think Panda acted like this.
Here's an example search:
That is the exact phrase on one of the inner pages. It looks like this domain "http://ip-72-167-48-40.ip.secureserver.net/" is now ranking above their actual domain, which you can see if you click the link to see the "entries that they omitted"
I've never seen a domain like that, but I assume it's the result of something GoDaddy is doing on their hosting end.
Anyway, it's very curious. Any other thoughts would be more than welcomed.

I don't have an answer for all of your questions, but this Panda update may be the cause of the rankings drop:

It's more likely to have affected a site based on content than links, however. Unless you're working with an Exact Match Domain, I'd guess this is the most likely cause of any significant ranking drops from the date you mentioned.

Internal Links & Possible Duplicate Content
Hello, I have a website which from February 6 is keep losing positions. I have not received any manual actions in the Search Console. However I have read the following article a few weeks ago and it look a lot with my case: https://www.seroundtable.com/google-cut-down-on-similar-content-pages-25223.html I noticed that google has remove from indexing 44 out of the 182 pages of my website. The pages that have been removed can be considered as similar like the website that is mentioned in the article above. The problem is that there are about 100 pages that are similar to these. It is about pages that describe the cabins of various cruise ships, that contain one picture and one sentence of max 10 words. So, in terms of humans this is not duplicate content but what about the engine, having in mind that sometimes that little sentence can be the same? And let’s say that I remove all these pages and present the cabin details in one page, instead of 15 for example, dynamically and that reduces that size of the website from 180 pages to 50 or so, how will this affect the SEO concerning the internal links issue? How the heck is this guy ranking on top of Google for everything?
Hey everyone, how is the website below ranking so high for everything with his website? His link profile is spam junk, he uses forums and hides backlinks in smiles and quotes. Plus the guy even seems to be hitting all the competition websites with bad backlinks etc. It seems he is jus using automated tools to build tons of backlinks. Why isn't Google picking this site up and doing something about it? Search google for "advanced warfare hacks" he shows up on top. Same for "titanfall hacks" Same for "ghosts hacks" Check his link profile and sneaky ways, his main site is hackerbot [dot] net

Link profile heavy with press release syndication links caused drop at Penguin 2.0
I'm wrestling with something that I'm hoping members of the community can provide input on.... I've working with an enterprise level client that is in the business of data capture and distribution. I've diagnosed a clear drop of traffic on May 22nd, i.e a loss of search visibility post Penguin 2.0. Their link profile is big! Discussions with internal stakeholders who have been with the company 10's of years confirm that no "link building" service providers have ever been hired and no over-zealous employee is ever likely to have tried to "do" link building internally. They are just one of those lucky companies that by their nature publish information that people want to link to and share. As a first port of call I've grouped links by anchor text and can see groups of hundreds of matching anchors based on their brand URL and specific page titles. The matching anchors have resulted from big take up of interesting data that they have marketed via press releases. NOT for link purposes. My question is this.... Does the community think or have evidence (or can point me toward any case studies) that show that Press release syndication alone could result in: a) a penguin penalty or...

Should I Disavow Links if there is No Manual Action
Hello, I just recently took on a client that had hired a very black hat seo and used their service for roughly two years. He outsourced link building and the link profile is full of spun articles and blog commenting on chinese websites etc… The anchor texts/pages used for all this spamming no longer rank, but there is no penalty in Webmaster tools manual actions. I was thinking about disavowing some of the obviously spammy backlinks that exist but would that be raising a red flag that could lead to a manual action and even more negative movement? Have you ever heard of anything like the situation i'm dealing with where its obvious the pages have been hit but there is no manual action? What do you all think/suggest? And Should I disavow some terrible links and potentially open a can of worms?

Lot of new suspicious external links
I am running a small-language site and suddenly saw a lot of incoming English links in Moz Reports and Opensiteexplorer from various domains (the sites are in English, but anchor words are not). When I check the page sources of there is no link to the site (as there shouldn't). Any idea what is happening and what to do about it? Thanks for help in advance!

How to stop links from sites that have plagurized my blogs
I have been hit hard by Penguin 2.0. My webmaster explains that I have many links to my articles (a medical website with quality content) from "bad sites." These sites publish my articles with my name and link to my site and it appears I have posted my articles on their site although I have not posted them-theses sites have copied and pasted my articles. Is there a way to prevent sites from posting my content on their site with links to my site?

Hi all, This will probably be a fairly simple question, however I'm unsure of the correct terminology to get a good answer via search. Some of my competitors have links in the comment section of highly respected websites, example of one occurrence on the mighty Wired: http://www.wired.com/bodyhack/2007/07/good-green/ Since Panda and Penguin I know Google has attempted to disregard any sort of link juice from such comment/forum spam - is this the case with comment links in sites such as Wired, as above? I'd like to hear that such comment spam actually harms the ranking of competitor sites..is there any truth to this also? I want to avoid all sorts of spammy approaches to SEO such as this - I've always been an ethical marketer, and would rather not stoop to these levels...but if they work and there is no chance of ranking penalisation.. Should I put a link with nofollow? Should not I put link? To put the link anchor text or just put the page URL? Don’t I need to worry about it?
