Is having multiple links with the same anchor text on a webpage beneficial?

We heard at a recent SEO conference that having multiple links with the exact same anchor text on a page is not beneficial in any way. Is this true? For example, if the link is in the navigation and it is in the footer does it only get counted once by Google for SEO purposes? Is there no SEO benefit to it?

Rand reiterated in a recent whiteboard that yes, only the first instance of the link would provide value.
"Now, we all know as SEOs that the first anchor text link counts and only one on the page is going to pass that value. Linking repeatedly to the same page with the same anchor is not helpful for SEO, and it makes our sites look really spammy and manipulative and questionable to someone who's browsing it."
Think about the user 1st, do they need another avenue to find that page, or is the naviation well structured enough to get them there.

Internal Link Building and Link Juice Quality
Hi There! I manage the website for a law office that covers many geographical locations. For very specific niche content, we would prefer to create one piece of content and link to the various geographic locations where we would handle that topic instead of posting multiple variations of the same content for each specific geographical area. If we put a button on these pages that has links to each location, will that have the same "link juice" effect to the pages we're linking that linking directly in the text would? What is the difference between external followed links and internal followed links.

How do you use anchor text post Penguin?
I have a client with several businesses within the same industry - Each of these businesses have their own websites. So, I have a few questions with this in mnd: **When using anchor text (exact keyword phrases) on his website pages, how many links are safe to use per page? And if I want to interlink between his businesses, is it better to use exact keyword phrases to link or just a straight URL link for those other businesses? **When guest blogging or using an external blog of our creation, is it best to use exact keyword phrases (and how many) or URL links? Links in the Classifieds
We rent apartments. One way we use to find clients is to advertize these apartments in Classifieds. Generally, we use free ads. Sometimes, for very popular sites ( like Kijiji), we pay so our ads can be seen first. Could this be a problem with Google? Some sites send us clients, many of them never do. Do sites on the same c-block and same server count as seperate linking root domains when linking to each other?
Lets say there are 50 businesses who have their website on the same server and are on the same c-block but the owners of the individual sites are different (i.e. they are all completely different sites not relevant to each other). Each of those sites are linking to each other due to a feature on the sites. This obviously increases the number of total links to each site but does it also increase the number of linking root domains? Or does this just show up as one linking root domain due to all of them being on the same server and the sharing the same c-block?
