Can anyone recommend a Google-friendly way of utilising a large number of individual yet similar domains related to one main site?

I have a client who has one main service website, on which they have local landing pages for some of the areas in which they operate. They have since purchased 20 or so domains (although in the process of acquiring more) for which the domain names are all localised versions of the service they offer. Rather than redirecting these to the main site, they wish to operate them all separately with the goal of ranking for the specific localised terms related to each of the domains.
One option would be to create microsites (hosted on individual C class IPs etc) with unique, location specific content on each of the domains.
Another suggestion would be to park the domains and have them pointing at the individual local landing pages on the main site, so the domains would just be a window through which to view the pages which have already been created.
The client is aware of the recent EMD update which could affect the above. Of course, we would wish to go with the most Google-friendly option, so I was wondering if anyone could offer some advice about how would be best to handle this?

I would let those domains expire and buy beer with the savings.
Or, if I was in a more aggressive mood, spend the money on my content attack.

Have you thought about going down the sub-domain route Matt? This is one of those occasions where it could work well. What you suggest in having to hide sites by having them hosted on different CIP's, is borderline Grey / Black hat and not something I would advise. If Google catches wind of what is going on (and they can), then they might wonder why this has been done and the only answer is to try and game them.
Remember, Google has a huge 10,000+ army of human raters that can always pick this kind of thing up if an algorithm doesn't.
You are right about the EMD update as well - they will get less from this.
I have seen job-boards get caught out trying to go down this route so tread carefully if you still plan on taking it. Speaking from experience here.

Let me explain my confusion:
I’ve checked backlink profile of a website. He is not using his main domain while doing comment backlink. He put his another domain while doing comment backlink. The another domain redirect to the main domain. Why he use another domain while doing comment backlink?
Is it helpful to get better rank on Google? For example: My Main Domain = solutionfall.com
Another Domain= xyz.com (It redirect to solutionfall.com)

Anyone backlinks from hacked FaceBook widgets?
I was going through my backlink profile the other day and started noticing a huge number of new back links, like 100k. Digging through them, I am seeing a lot of links that are inserted in Facebook feed widgets. You will see the link at the bottom of the widget. From what I can see, a lot of these links are all in this format, all on European domains, all running WordPress. Doesn't seem to have anything do to spamminess. Had domains that were on blacklists, some not. Anyone seen anything like this before? The only thing I can think of was maybe an automated hack bot that inserted the link when it was able to get in? Is anyone witnessed complete or partial recovery from Penguin 2.1 yet?
Hello Everyone, I am analyzing and working on recovery of some sites that were hit by Penguin 2.1 on 4th Oct, 2013. I have done almost all fixes including Anchor Variations Social Sharing Local Links Diversity in Back-links but still not witnessed any real recovery. Big Rank Drop - Is My Site Spammy?
Like many others one of our niche sites - aluminumeyewear.com got slammed in the recent algo updates (4/18). All of our pages dropped at least 40/50 places which seems like a penalty to me. The site still ranks for its name thankfully. I'm trying to figure out if this is an over-optimization penalty, or a devaluing of back links or both. I would be grateful if I could get some feedback as to whether you feel the site is over optimized and how I could check if sources of back links have been penalized which in turn has effected us? Instability on the server - punishment in Google?
My site has about 50k pages indexed in Google. We are well respected, and we believe our stories add much value to the user. However, we are having serious problems with my hosting service and the site is unavailable for more than 15 hours. Unfortunately we also have no provision for him to return to work. I wonder if this kind of instability can cause some punishment on Google, if so, I wonder if there is anything we can do to tell Google that we are aware and working to resolve the problem.

How much pain can I expect if I change the URL structure of the site again?
About 3 months ago I implemented a massive URL structure change by 'upgrading' some of the features of our CMS Prior to this URL's for catergorys and products looked something like this http://www.thefurnituremarket.co.uk/proddetail.asp?prod=OX09 I made a few changes but din't implement it fully as I felt it would be better to do it instages as the site was getting indexed more thouroughly. HOWEVER... We have just hit the first page for some key SERP's and I am wary to rock the boat again by changing the URL structures again and all the sitemaps. How much pain do you think we could feel if i went ahead and optimised the URL's fully? and What would you do? 🙂
