Do you have PA and DA minimums for link building outreach?

Hi all! I'm putting together a list of sites I want to attack for link building. I'm looking at my competitors while also seeking specific sites I know would work well to link to us.
My question is, since this is very time-consuming, do you have a minimum PA and/or DA that you require in order to perform manual link-building outreach.
For example, if a site has a DA below X and PA below X, what would X have to be for you to not consider it worth your time.
I'm just trying to gauge where my efforts will be best spent and trying to get some benchmarks. Thanks!

I've been thinking about it and was considering only going after links with DA higher than our own. We currently have a DA of 39, so I'd be looking at stuff 40 and above.
However, taking into account keyword difficulty does make sense and adjusting our minimums accordingly.

I do take DA / PA into consideration and tend to set limits based on the difficulty of the niche I'm trying to build for and the availability of sites that may approve outreach attempts. So for incredibly difficult niches I will accept lower DA / PA as sites with better metrics may be more difficult to approach.
As a rule I'll try to approach sites with a DA/PR of 20+ but it's worth looking at every opportunity as some newer sites may be investing a lot of time into their site and it will eventually become an authority site that stops accepting submissions.
This all goes out the window for local / low difficulty terms though as sometimes a couple of low PA/DA links that are hyper relevent are more beneficial than chasing metrics alone

I've been doing a lot of back link analysis on my competitors and noticed that a lot of links are coming from wordpress.com, blog.com, blogspot.com, etc blogs. These are free blogs in the format of http://www.username.blogplatform.com. These individual blogs seem to have product reviews and mentions for many different products (we are an e-commerce website). I would like to know if anyone has done any outreach to the owners of the third party blogs. This looks very different from guest blogging and I want to know if there is a way to reach out to these blog owners in order for them to write something about our products.
