Deleting links

I've got 280 links on my wordpress blog site, apparently it's recommended to keep under 100 links. How would I know which links to get rid of and which links to keep?

main navigation and top main keyword targeted pages are more important since you want to pass PR to them more than longer tail deeper linked URLs. I would try to lose some of them at least but it doesn't have to be down to 100 anymore.

Linking structure question
I generally go with UX over SEO when it comes to pretty much anything on my site. But, my question today is about linking (both internal and external). For internal links, I generally link in the same tab and for external links I generally open in a new tab. Recently I've gotten a few questions about external links opening in new tabs because some mobile devices can't open more than one tab at a time. So, here is my questions. What do you do and why? Is there any SEO value to having your links open in a new tab? Thanks.

Linking to Media Mentions
I'm doing SEO for a high-profile lawyer who has received numerous media mentions. My hope is that linking from her site to these media mentions will enable Google to make the connection. The difficulty is that their business name is their own name. I'm thinking this will make it harder for Google to make the connection. It's not appropriate to request links from the articles (they typically relate to murder trials). Any suggestions?

C-blocks and linking
I'm just starting to learn about cblock root domains and linking. I'm wondering about the following: Are there articles or websites to learn about dos and don'ts about getting a large number of links from one cblock? How do I know when a site has too many links versus the number of unique cblocks? I've been using Link Harvester on SEO Book and it seems like not many sites have more than 170 unique cblocks. Is this the total number of unique cblocks on the web or am I using the tool wrong?

Reciprocal Link Advice
My client site has a good one-way link from an authority site (in this case a member directory within the industry association). In order to use some data from the industry association on my client's site, the association has requested a link back to their site. Recognising that this will weaken the value of the one-way link, would it be make sense to no-follow the return link? But is there value in linking out to an authority site? What recommendations do you have for this situation? Thanks
