Are outlinks an essential element for onsite SEO?

I recently read the blog post by Steve Webb about performing a SEO Audit (http://www.seomoz.org/blog/how-to-perform-the-worlds-greatest-seo-audit). In the article he mentions that it's important to have outlinks to high-quality websites. So my questions is if this is an essential element of onsite SEO?

I don't think it's an essential part for onsite. I actually interpreted Steve's words to mean "If you are going to outlink, make sure you outlink to a reputable/high authority website". So, my interpretation is that you do not have to outlink by any means, but if you do (say if you wanted to cite a source), make sure you outlink to a good quality website.
That's only my interpretation though, so would like to hear others' as well.

Tags - Good or bad for SEO
We are getting Moz errors for duplicate content because tag pages share the same blog posts. Is there any way to fix this? Are these errors bad for SEO, or can I simply disregard these and ignore them? We are also getting Moz errors for missing descriptions on tag pages. I am unsure how to fix these errors, as we do not actually have pages for these on our WordPress site where we are able to put in a description. I have heard that having tags can be good for SEO? Using Google structured Data for SEO benefit
Hi there I run www.isacleanse.com.au and I've set up some Structured data using Google Webmaster Tools which says it will be picked up during the next Google update (has been set up over 4 weeks ago), however I dont seem to see any of the structured data for the products/reviews/ratings etc coming through in search results. Adding dynamic item to static page - good for SEO?
We have a static page we want to rank for a competitive phrase. Would it help, or would it make little to no difference, if we added a small dynamic item to the page so that each time the googlebot visited the page it wouldn't be 100% the same as the last time it visited? The reason to do this would be because of the belief that Google likes pages that update once in a while. The dynamic portion of the page wouldn't be as simple as a page counter, but it wouldn't be very elaborate either. A tiny portion of the page. Think of something like current temperature or current CPU utilization (it won't be that, but it will be a small updating number that is not incrementing like current time or a page counter). Would that make any difference at all? (I know there will be responses that I should add real updating data to the page to make it dynamic; let's take that one off the table for right now --trying to see if there's something I can do that is simpler for now). Thanks.
