Are outlinks an essential element for onsite SEO?

I recently read the blog post by Steve Webb about performing a SEO Audit (http://www.seomoz.org/blog/how-to-perform-the-worlds-greatest-seo-audit). In the article he mentions that it's important to have outlinks to high-quality websites. So my questions is if this is an essential element of onsite SEO?

I don't think it's an essential part for onsite. I actually interpreted Steve's words to mean "If you are going to outlink, make sure you outlink to a reputable/high authority website". So, my interpretation is that you do not have to outlink by any means, but if you do (say if you wanted to cite a source), make sure you outlink to a good quality website.
That's only my interpretation though, so would like to hear others' as well.

Opinions on leaving Non-SEO Pages without a H1
This one is pestering me and i am on the fence, so i thought i'd ask the trusty Moz community for their opinion. I am running a technical / onsite audit for a client who has quite a pretty, creative and animated homepage with lots of overlaid imagery. As its primarily imagery, including their glossy typography and clickable links, the page does not have a H1. Now i know this goes against best practice, however it's unlikely the page will ever be served as an SEO landing page (in current format), so what are people's thoughts on leaving as is without a H1, considering we are not going to try and ranking the landing page for any particular keywords. Best website IA/structure for SEO?
What's the current thinking on the best structure of information on a website for SEO? Structure for visitors can be best achieved through navigation menus, but I am more interested in how I should organise my URL structure so Google can make sense of the depth of my site topics. The website is an Asian travel blog so there are essentially two specific types of post on the site. One type is location specific (may be about an attraction, a city, a region or a country). The other type is general (usually about an aspect of travel like travel cash, visas, scams, etc). At the moment, all my general posts are organised like www.asiantraveltips.com/blog/[post-name]. My location-specific posts are organised like www.asiantraveltips.com/[country]/[region-or-city]/[place-name]/ so that Google can see I have depth of topics about each country and region. But I find it hard to keep consistency in this arrangement of URLs and I don't know if I might be better off to just have everything flat and tagged as a blog post like www.asiantraveltips.com/blog/[country]-[region-city]-[post-name]/? What's best practice these days? How are others organising travel blog websites?

Changing existing URL's to improve SEO
Here's a general question: At what PR/page rank (or Moz 'page authority') would you no longer change an existing URL that's cryptic to one that includes the related page keyword or at least relevant terms? Does using a 301 redirect to the new URL preserve the page rank? Thanks!

Social plugin making URLs wonky, would this hinder SEO efforts?
I have a client, heartlandplastic.com who uses a social SEO plugin which makes all of the URL's a bit wonky, for example, the homepage gets redirect to http://www.heartlandplastic.com/#sthash.Cyt22dM0.dpbs Do you think I should find an alternative social share plugin, or that this plugin is fine, as is? They seem to be ranking fine for their immediate area. Thank you!

Is my megamenu negatively impacting my SEO?
Hello everyone, I have a megamenu with 87 links in total. We offer a ton of products, so when we decided to have this developed, it seemed like a no-brainer because a straight drop-down menu was really hard to digest. But I have been wondering if it is creating too many links on every single page and/or muddling the signals to the search engines. Does css float affect SEO?
It is generally believed that the closer the content is to the top of the page, the better it is for SEO. If that's incorrect, please let me know. I have a 2 column site where the left menu is navigation and right side is content. Obviously, the left menu appears in the code before the content does, but I can flip them around via css float. If I do that, the content will appear on the left visually, even though in the code it still comes after the left side navigation. Do either positions affect seo?

A good SEO praxis?
Hi all, having a worpress site with 10 DIFFERENT pages (each with its own different content) and consequently 10 DIFFERENT keywords to optimize......Can somehow Google penalize me for having such a number of different keyowrds? I guess sometimes there no way to avoid it. It depends on the content of each page. You'll need a keyword to optimize them (if you consider they are relevant enough). Thanks.
