SEOMoz Paid Directories List.... Are paid links always bad?

We all know paid links are bad.... so it begs the question.... why does the SEOMoz directory list have so many directories that only submit businesses for a fee.... i.e. a paid link. Are they worth paying for or not?
Interested to hear peoples thoughts and experiences with some of the directories listed on the SEOMoz directory list....

Tried all of them. Did not isolate the effectiveness of each directory however did lead to a positive result overall.

Have you tried any? Which ones did you target and if not why didn't you?

It's a UK based business so don't think BBB is the right directory. I'm still going through the list to weed out the crap. Have you tried any? Any noticeable returns?

The only few I'd say are BBB and Yahoo.

I'd suggest sticking with the quality paid directories like UBL, Yahoo , Joant and ,BBB.

Some of the directories on the list are no longer quality directories. But some still are.
At the end of the day directories are not as effective as they use to be. However, those that are quality will require payment.
Payments for listing is sort of a way to weed out the spammers because look at all the free ones, they have lots of spammy sites.
Paid links are not always lets say negative. In Google's perspective it is usually cases where someone buys a footer link for like $XXX for a year. Think about PR sites, although they don't count as much they still are effective sometimes in a marketing perspective.

Linking to URLs With Hash (#) in Them
How does link juice flow when linking to URLs with the hash tag in them? If I link to this page, which generates a pop-over on my homepage that gives info about my special offer, where will the link juice go to? homepage.com/#specialoffer Will the link juice go to the homepage? Will it go nowhere? Will it go to the hash URL above? I'd like to publish an annual/evergreen sort of offer that will generate lots of links. And instead of driving those links to homepage.com/offer, I was hoping to get that link juice to flow to the homepage, or maybe even a product page, instead. And just updating the pop over information each year as the offer changes. I've seen competitors do it this way but wanted to see what the community here things in terms of linking to URLs with the hash tag in them. Can also be a use case for using hash tags in URLs for tracking purposes maybe?

Are footer links important?
We currently display a list of links in the footer of our site to help boost SEO. They were put in place years ago and in a recent discuss with our UX team they requested we remove them from the site. Do footer links have any value? Or is this an old dated practice that no longer works? If we remove the footer links should we expect to see if have an impact on our SEO traffic?

It have helped revocer sites beaten by Penguin or penalized after WMT Unnatural Link building message? Which tools and methods you use to find bad back-links to submit for the disawow tool? Yahoo directory listing issue
Hello all, We submit our site http://tinyurl.com/5v9hrql to Yahoo's directory (Standard Listing) on 08/26/2012 at this time the order remains as pending and the site is not listed on our suggested category http://tinyurl.com/d4a5lyf Furthermore, we haven't gotten any email from Yahoo Team; something is wrong with our submission or need to contact to? Should I robots block this directory?
There's about 43k pages indexed in this directory, and while helpful to end users, I don't see it being a great source of unique content for search engines.
