Organic SEO for Local Towns

This is a fairly common question, but I am going to ask it again. I want to get ranked for many keywords: "hr outsourcing sheboygan", "HR outsourcing duluth", etc., all in my small state.
Doing some random research, there are few if any pages with exact match phrases in the URL, Title, Etc. = No competition) Moreover, Google is not popping google places ads for these terms.
My plan is to create fairly unique pages on my site optimized for each town. Right now, the pages are at 65% duplicate. I would assume that all of my pages will have some degree of duplication - there are similar elements on every page.
If I run the content through a duplicate content tester, is there a % of unique content that would be fairly safe to avoid the duplicate content slap? Yes, I know it's more complicated than that semantic, heuristic, etc. - just looking for some general guidelines.

This might work, but could be seen as doorway pages and could be penalized down the road.
After all you are creating pages for the sole purpose of targeting a keyword/area.
If you submit your company address, I guess google will show results in your area or near your area, so if you are competitve, it might not be necessary for you to create pages for each city near you.

Phone number for SEO
We have had an interesting question from a client. They have asked if removing their phone number from their website would have an affect on their rankings. Our immediate answer was 'No' but it may affect the Brand, Usability and Customer experience by restricting the methods of contact. This then made us think that perhaps then it could have an effect in the long term. This situation is also complicated by the fact that they do not have a Google Local Plus account for operational, sensitivity reasons (they don't want to openly publicise their address) We believe that there shouldn't be any negative affect but thought we would open a discussion. Best start for int'l SEO?
Hi all We're soon going to begin our international SEO efforts, and I wanted to get some opinions on laying the foundation first. I'm aware of the best, most ideal practices (getting a proper translator, ccTLDs vs subdomains vs folders, etc.) and wanted to know if this would be a good first step: Creating folders by language/country code (does it matter which?) that will have unique copy on the respective page, and targeting those pages to the corresponding country via Google WMT. The nature of our website would require a massive, coordinated effort to translate all of the content, so I was thinking about starting with the homepage for each country and going from there. Is the risk of duplicate content for every new folder too high to chance not translating EVERY bit of content? Thanks for any help or advice!

Category pages - SEO or deindex?
What is the best thing to do with category pages? Should I deindex them or use SEO on them? I use the Thesis theme and the Wordpress SEO plugin. I am just not sure what to do with category pages. Also will they create duplicate content?

Is there a SEO penalty for multi links on same page going to same destination page?
Hi, Just a quick note. I hope you are able to assist. To cut a long story short, on the page below http://www.bookbluemountains.com.au/ -> Features Specials & Packages (middle column) we have 3 links per special going to the same page.

1. The reason we do not follow all 3 links is to reduce too many links which may appear spammy to Google. 2. Counter argument:
The point above has some validity, However, using no follow is basically telling the search engines that the webmaster “does not trust or doesn’t take responsibility” for what is behind the link, something you don’t want to do within your own website. There is no penalty as such for having too many links, the search engines will generally not worry after a certain number.. nothing that would concern this business though.
